Research On Public Cultural Service Supply In Fengze District Of Quanzhou City

Under the background of the establishment of the fourth batch of national public cultural service system demonstration zones,the level and quality of public cultural service in Fengze District have been greatly improved.However,there is still a big gap between the current supply of public cultural service and the expected target.The research object of this paper is the supply of public cultural services in Fengze District,aiming to explore how to optimize the supply of public cultural services by county-level local governments,and provide enlightening decision-making suggestions for the main departments of public cultural service supply.Firstly,this article elaborates the basic concept and theory.Secondly,the connotation of public cultural services and relevant research on public cultural service supply are sorted out.Finally,it is concluded that the current research still lacks the practical experience of applying the theory of multi-center governance to the supply of public cultural service,and the supply dimension is single,which provides space for the research.Through field research and interviews with relevant personnel,the author learned that Fengze District has basically formed a three-level public cultural service supply network of "district-subdistrict-community",with government agencies as the main body and other suppliers as the auxiliary body.In terms of supply system,in addition to implementing the laws and regulations of the central,provincial and municipal levels,the supply planning,management system and fund guarantee policy of the district have also been formulated.The services cover books and periodicals reading,cultural and sports activities,traditional cultural activities,etc.,which are provided free of charge by the government,and some services are purchased by the government.In recent years,the per capita ownership and people’s satisfaction have been gradually increasing.However,there is still a gap between the supply level of public cultural services in Fengze District and the standard of demonstration area,so this paper puts forward four questions based on the analysis of the current situation,namely,the implementation of the supply system is not in place,the supply subject and method is single,the supply distribution is uneven,and the supply content is not rich,which is mainly caused by the government’s insufficient attention to the supply of public cultural services,the supply policy is not attractive to social capital,the supply is not forward-looking enough,and the information asymmetry between the supply and demand sides.After drawing on the advanced experience of other regions,this paper proposes optimization measures,including perfecting the supply system of public cultural services,broadening the supply mode of public cultural services,optimizing the supply content of public cultural services,and improving the supply effect of public cultural services.
