Research On The Risk Identification And Control For The Whole Life Cycle Of DY Cultural Tourism Town

With the promotion of the National Rural Revitalization Strategy,the construction of new urbanization improve the national economic level.As one of the representatives of citizens’ yearning for a better life,the demand for culture and tourism has attracted more and more attention from the market.Cultural tourism towns integrate tourism and characteristic towns,while meeting the needs of national tourism,it promote the comprehensive and rapid development of cultural protection,ecological livability,industrial agglomeration and rural revitalization.So far,the research of cultural tourism characteristic towns has mainly focused on planning and design,cultural integration,financing operation,PPP development mode,etc.The timeliness of early relevant risk management research can not meet the rapid market changes,and there is a lack of systematic risk management and control guidance from the perspective of the whole life cycle.In the current post epidemic period,under the dual pressure of economy and market environment,the development and investment risk of cultural tourism towns remains high level.While the cultural tourism towns are suppressed by problems such as homogenization,real estate and scenic spots,resulting in one after another cases fail,the market panic increases instead of decreasing.Starting from the concept connotation and basic theory of the whole life cycle,risk management and cultural tourism town,this study focuses on the case of DY cultural tourism town by comprehensively using literature analysis,expert investigation method（Delphi method）and analytic hierarchy process,expounds the basic conditions and planning scheme of the town,divides the whole life cycle of its investment and development from the perspective of investment developers,and combs its risk list,build a risk evaluation index system for each stage of the whole life cycle of DY cultural tourism town,rank and analyze the weight and consistency of 25 secondary risk factors in five life cycle stages,and identify the key risk factors in five stages of the whole life cycle.Finally,it puts forward the key risk control principles and response ideas of the whole life cycle of DY cultural tourism town,and puts forward risk response and control measures for the risk factors in the top 10 of the five stages of the whole life cycle of the town with a weight of more than 5%,so as to provide decision support for the investment and development of DY cultural tourism town,and provide a systematic framework and typical cases for the risk management of cultural tourism town.
