At present,China has entered a new era of socialism with Chinese characteristics.The principal contradiction facing society has changed from that between the people’s ever-growing material and cultural needs and backward social production to that between the people’s ever-growing needs for a better life and unbalanced and inadequate development.From the overall perspective,it is of great significance to scientifically grasp the new changes of the main social contradictions in China,accurately grasp the characteristics of The Times and the new historical orientation of China’s development,and pay attention to the changes in the structure and scale of development needs of urban and rural residents,so as to promote urban and rural development,achieve urban and rural integration and common prosperity.With the gradual development of China’s rural economy,the continuous progress of society,and the increasing improvement of people’s living standards,farmers have an increasingly strong desire to enrich their spiritual and cultural world,and have an increasingly strong demand for the diversity and deep level of public cultural service supply.It will be an important task in the future to pay attention to the development of rural agricultural production and farmers’ spiritual and cultural needs and strengthen the supply of rural public cultural products and services.In the improvement of public cultural service level,the government plays a leading role,but it also causes many problems,such as government monopoly.Therefore,it is very important to actively mobilize all kinds of social forces to participate in the supply of rural public cultural services,especially the supply of volunteer services,effectively protect the basic rights and interests of the people,and let the people enjoy public cultural services equally.Volunteer participation not only provides a new idea for solving the dilemma of public cultural service supply,but also provides a good opportunity for the expansion of volunteer team and the improvement of their own ability.It can not only smooth the expression channels of peasants’ demands for public cultural services,but also drive various social forces to serve the rural society.In the new historical period,how to effectively stimulate the internal motivation of volunteers to participate in rural public cultural services,integrate all kinds of social resources,achieve equal public cultural services between urban and rural areas,and promote the overall revitalization of rural culture has become an important topic discussed and thought by the current political and academic circles.Through sorting out relevant literature at home and abroad,defining relevant concepts such as volunteers and rural public cultural service supply,and based on third-party management theory and collaborative governance theory,using interview,questionnaire survey and other research methods,the practice behavior of volunteers participating in rural public cultural service in Y Town,Jinan city was tracked and studied.It is found that the supply of public cultural services for volunteers is faced with problems such as shortage of professionals,lack of regular services and low degree of supply.The reasons mainly include limited funds,single supplier,and lack of incentive and guarantee mechanism.Therefore,cultural volunteers should be promoted to participate in rural public cultural service supply from the aspects of perfecting mechanism guarantee and policy support,improving volunteer participation level,cultivating and expanding volunteer team,etc.
