The Research On Fragmentation Of Rural Public Cultural Service Supplyand Its Holistic Governance

Accelerating the construction of a modern public cultural service system is proposed as an important measure to give a consideration to the coordinated development between urban and rural areas and between regions,as well as a basic way for the government to fulfill its cultural service function and guarantee and improve people’s livelihood.The key point of establishing efficient and convenient public cultural service network is at grass-roots level and the difficulty lies in rural areas.At present,the lack of public cultural services in rural has been basically improved.However,due to the influence of the urban-rural differential pattern,the supply of rural public cultural services still is a fragmented situation,which has become the key to restrict the improvement of the quality of rural public cultural services.Therefore,in the new era,to upgrade the supply of rural public cultural services from "whether there is" to "whether there is good or not",we must resolve the problem of "fragmented" supply,which is an effective way to break through the "last kilometer" of the construction of modern public cultural system.This paper selects P County,Z Province as the research area for field investigation and analyzes the fragmented supply of rural public cultural service by interviewing method.The paper of analysis framework that mainly extracts three dimensions of "fragmentation",functional fragmentation,hierarchical fragmentation and main structure fragmentation,is based on the theory framework of holistic governance and its elaboration of "fragmentation".Because of lack of coordination and integration between government organizations and multi-subjects leads to service fragmentation,the solution of such problems requires "cross-department" and "cross-level" governance.Through research,this paper discoveries that local governments exist fragmented problems including overlapping functions,scattered distribution of resources and power,and weak cooperative relations among multiple subjects in the cross-department,cross-level and multi-subject cooperative governance,such as rural public cultural services.The reasons for fragmentation are mainly influenced by the factors,such as departmental interest drive,power and responsibility imbalance,and target value inconsistency among subjects.On this basis,in order to overcome the difficulty of fragmentation of rural public cultural service supply,this paper that takes coordination and integration as the core functional elements proposes strategies for coordination and integration of the fragmented function,level and main structure of rural public cultural service supply,which is to solve the fragmentation,scattered rural public cultural services,and provide farmers with coherence,precision,integrity of public cultural services.
