Researh On The Integrated Developmentof Cultural Tourism In Harbin Based Onthe Coupling And Coordination Degree

The theoretical proposition of the integration of culture and tourism was put forward in 2018 when the Ministry of Culture and the National Tourism Administration merged to become the National Ministry of Culture and Tourism,a move that pushed the integration of culture and tourism in China to a new path of rapid development,with exploration of new models of integration of culture and tourism taking place across the country,while also setting off a wave of research among scholars.Promoting the integrated development of culture and tourism is a major decision and deployment made by the Party Central Committee and the State Council,an inevitable trend in line with the laws of industrial development and national strategic requirements,an important means to promote the transformation and upgrading of the culture and tourism industry,improve quality and efficiency,and a key role in upgrading the industrial structure and regional high-quality development in the context of the new era.In the context of the new situation,how to be based on the cultural tourism development of the times,so that culture and tourism coupled development,better integration and feed,not only is the development of tourism discipline is an important issue,but also the cultural tourism integration development of industrial practice needs.Harbin,as an important tourism city in the northeast,should play a leading role in the integration of culture and tourism as a demonstration.In this paper,by constructing the evaluation index system of cultural industry and tourism industry in Harbin,the quantitative evaluation of the development level of cultural industry and tourism industry in Harbin from 2010 to 2019 is carried out by using the coupling coordination degree model,and the measurement calculation of the coupling degree and coupling coordination degree of the two is carried out,and finally the quantitative and qualitative analysis of the development status of the integration of cultural tourism industry in Harbin is combined according to the calculation results.The study shows that the coupling of the cultural and tourism industries in Harbin is not significant,and the coupling of the cultural and tourism industries is on the rise during the five-year period from 2010 to 2014,and the coupling status of the two is almost unchanged during the period from 2014 to 2016,with a slight decrease in the coupling coordination degree from 2016 to 2017,and a large increase in the coupling coordination degree of the cultural and tourism industries during the period from 2017 to 2019.The overall trend is rising,and the coupling of cultural industry and tourism industry develops from the stage of serious disorder to the stage of moderate disorder,and the overall is still in the stage of disorder.Finally,based on the actual situation of the development of the cultural and tourism industries in Harbin,and on the basis of the analysis of the characteristics of the coupling stage in which they are located,and in conjunction with the "14th Five-Year Plan" cultural tourism development plan,practical countermeasures are proposed for the future development of cultural and tourism integration in Harbin,with a view to providing certain reference significance for the future development of cultural and tourism integration in the region.
