Research On Government Function Optimization Based On The Evaluation Of The Coordination Degree Of Cultural And Tourism Integration In The Western Region

The Ministry of Culture and Tourism was established after the State Council’s institutional reform in April 2018.Since then,the integrated development of culture and tourism has entered a new stage.Deepening the integration of the cultural industry and the tourism industry is not only conducive to promoting the optimization and upgrading of the tourism industry structure,but also to give play to the role of tourism in spreading cultural development and promote the prosperity of socialist culture.Besides the government has been promoting the further integration of cultural tourism actively.Western China region is rich in cultural and tourism resources,which provides full possibilities for the integrated development of cultural and tourism in the western region.Over the years,the western region has got some good results in the coordinated development of cultural and tourism integration.However,the development level of cultural and tourism industries in the western region is quite different.And there are some problems and deficiencies in the government functions in the integrated development of culture and tourism.The integrated and coordinated development of culture and tourism needs to be further optimized.This thesis first discusses government functions and policy mechanisms in the integrated development of culture and tourism,and then takes the 12 provinces and autonomous regions in the western region as the research object,to measure their cultural and tourism industry development levels in the ten years from 2008 to 2017.In the next place,the coupling and coordination model is used to compare and analyze the coordinated development of cultural and tourist integration in the 12 provinces and autonomous regions in the west,with a view to clarifying the differences in cultural and tourist integration in various places and the weak links of government functions in the coordinated development of cultural and tourist integration.It turns out that the cultural industry and tourism industry in the western region are highly correlated,and the level of integration and coordination has increased year by year,but the gap within the region is obvious and the constraints are different.The research found the government has some deficiencies in the overall planning of cultural and tourism integration,cultural and artistic research,innovative development,intangible cultural heritage protection,talent cultivation,consumption guidance,market cultivation,infrastructure construction,and cultural tourism brand marketing and promotion.The government can promote the deep convergence of cultural industry and tourism industry in West China by improving the planning layout and top-level design of cultural and tourism integration,stimulating the vitality of the cultural tourism market,promoting scientific and technological innovation,establishing a mechanism for cultivating cultural and tourism personnel,and improving infrastructure and public service levels.
