Research On The Supply Of Public Cultural Services Of Fengze District In Quanzhou City

The report of the 19 th National Congress of the Communist Party of China emphasizes that one of the important signs of the improvement of the public cultural service system is to improve the quality and effectiveness of the supply of public cultural services by improving the public cultural service system,implementing the project of benefiting the people through culture,enriching the mass cultural activities.Based on the above background,this paper focuses on the supply of public cultural services in Fengze District,Quanzhou City,combined with the relevant theories of public management,the theory of public goods supply,new public service theory,governance theory and other relevant theories,with literature and comparative analysis and interview as the major means to carry out the research.Firstly,by means of literature review and interviews,the measures and effectiveness of public cultural service supply in Fengze District,Quzhou City are sorted out.Secondly,through the interview and research on the supply subjects,supply participants and supply beneficiaries,it is found that there are still some problems in the supply of public cultural services in Fengze District,such as "single supply subjects","uneven supply quality","prominent contradiction between supply and demand",etc.,and the analysis shows that the main causes of the problems lie in two aspects,namely,institutional imperfection,inadequacy in scientific and ideological understandings.Finally,in view of the existing problems and reasons in the supply,combined with the enlightenment of some local supply models at home and abroad,using the supply theory of public products,the new public service theory,governance theory and other related theories,the paper abstracts the countermeasures to improve the supply of public cultural services in Fengze District,and suggests that enterprises and volunteer groups should be guided to improve the public finance,performance evaluation,demand feedback and other related systems.We should organize and involve the masses in the supply,realize the multi governance of supply,enrich the functions of cultural venues at the grassroots level,promote the equalization of supply,andimprove the scientific and technological level of supply,so as to truly realize the high-quality-and-high-efficiency supply and accurate public cultural services,in hopes of providing reference for the supply of public cultural services and related research in the same type of urban areas.
