As Going Out strategy and high-quality joint construction of the Belt and Road Initiatives in China pushes forward,especially in the post-epidemic era,the construction of a new development pattern with domestic big cycle as the main body and the domestic and international dual circulation promoting each other is accelerating.The downward pressure on the global economy is increasing and the competition in the international engineering contracting market is intensifying.China’s foreign engineering contracting enterprises are facing more complex risks and challenges while facing precious development opportunities.It makes international engineering contracting enterprises pay more attention to project performance management and realize sustainable development while ensuring enterprise benefits.International engineering project management is the most basic organization and production unit of foreign engineering contracting enterprises.It is an important window to measure the management level and efficiency of enterprises.It is also a key carrier for the implementation of enterprise strategy,internationalization level,operation efficiency and sustainable development ability.International project management is a typical transnational business form,and cultural differences under the multicultural background exist objectively.In the process of project implementation,the team’s material culture,behavioral culture,institutional culture,and spiritual culture experienced varying degrees of collision,conflict,integration,and development and innovation.Because international projects are under different social systems,cultural customs,religious beliefs,legal norms,geographical environments and other objective environments,there are huge individual differences in values,language and culture,psychological characteristics,knowledge and skills,and behavior patterns among team members.Such multicultural factors have greatly increased the complexity of international engineering project management.Therefore,cultural conflicts and cultural risks caused by cultural differences must be highly valued.Based on this,the performance of international engineering projects cannot be simply measured by the traditional indicators such as construction schedule and financial cost,and more importantly,a comprehensive and systematic performance evaluation system under the multicultural background should be established.Based on the perspective of international engineering multiculturalism,this study combs and analyzes the influence relationship and models between multiculturalism and international engineering performance management,so as to effectively identify the impact of cultural conflicts and cultural risks on project performance caused by heterogeneous cultures.This study uses the performance management method of balanced scorecard to establish a systematic and scientific performance management system for international engineering projects that takes into account both financial factors and non-financial factors,as well as short-term and long-term benefits.Based on the above research and the case study of G company,this research carried out the analysis of the performance management of international engineering projects under the multicultural background,and formulated the performance management implementation plan and strategy for G company to effectively eliminate heterogeneous cultural conflicts and risks,to promote cultural integration of the project,to enhance the level of cross-cultural management and international engineering project management of G company,to effectively promote the implementation of enterprise strategies and improve the sustainable development and international competitiveness,and provide some practical reference for international project performance management under the multicultural background of China’s foreign engineering contracting enterprises.
