With the increasing competition of enterprises,enterprise management has entered the era of strategic development.Optimizing enterprise performance management has become an important choice and has been promoted to a strategic height.In order to promote performance management to a strategic level and effectively improve the scientific nature of management,the group needs to select excellent strategic performance management tools and build an efficient performance management system.This paper takes T group,a provincial state-owned cultural enterprise,as an example.In recent years,T group not only faces the pressure from policy,Internet,economic transformation and other aspects,but also is in the critical period of transformation and upgrading,with relatively difficult development.In order to help T group strengthen internal management and boost transformation and upgrading,this paper designs a set of performance evaluation system based on Balanced Scorecard through questionnaire survey,careful analysis,problem finding,optimization design and other work ideas,hoping to help T group to transform its strategy and constantly improve the overall management level.The specific work is as follows:First,based on the research and summary of performance management related theories,the existing problems of performance management in T group are analyzed through field interviews,questionnaires,and reference materials;second,the powerful performance management tool of balanced scorecard is used to analyze from four dimensions of finance,customer,internal operation,learning and growth,and reconstruct according to the group’s strategic development needs Performance evaluation system,using AHP to quantify the specific weight of each index;The third is to summarize the work of the Balanced Scorecard and look forward to the future.The purpose of this paper is to help T group improve its management level,promote its transformation and upgrading,and constantly enhance its competitive strength through the strategic performance management tool of Balanced Scorecard,so as to effectively change the external environment.At the same time,I hope to provide some reference for improving the performance management level of state-owned cultural enterprises.
