Action Logic And Realistic Dilemma Of Social Forces Participating In Public Cultural Services

Since the reform and opening up,with the transformation of government functions and the expansion of governance theory,the supply logic of public cultural services has changed from "cultural governance" to "cultural management" and then to "cultural governance",With the rapid development of economy,people’s demand for public cultural services is growing rapidly and the demand structure is becoming more and more complex.Therefore,to support and guide social forces to participate in public cultural services is not only the natural dimension to achieve the goal of good governance and realize the modernization of national governance system and governance capacity,but also the essential requirement to respond to and protect the cultural rights and interests of citizens and build a service-oriented government.Under this background,this study takes the social forces’ participation in public cultural services as the theme,and on the basis of integrating and combing the relevant literature at home and abroad,carries out field research on City B,which has obtained the fourth batch of "national public cultural service system demonstration area",and conducts field Research on cultural institutions,cultural centers,museums,libraries and other cultural institutions at all levels in city B Based on the interview records and literature collection,this paper uses grounded theory for coding analysis to explore the basic logic and practical difficulties of social forces participating in public cultural services,Based on this,this paper puts forward some countermeasures to further guide and encourage social forces to participate in public cultural services.It is found that the participation of social forces in the supply of public cultural services follows the basic logic of "precondition leading motivation action mode" : the low level supply of grass-roots government,the internal drive of social benefits,the value orientation of administrative governance and the feasibility of social forces become the preconditions to induce the participation of social forces;Dedication to society,interests,pursuit of interests and beliefs become the leading motivation of social forces to participate;Government purchase,government cooperation and independence constitute the main action mode of social forces.At the same time,the participation of social forces is also faced with the realistic dilemma composed of "internal constraints external constraints" : the relationship pattern of "strong country weak society" induces social forces to participate in weak actions,the insufficient development and lack of professionalism of social forces constitute the limits of their own participation ability,the value paradox between the profit orientation of social forces and public cultural services,the lack of participation logic of social forces The structural tension between the fragmentary supply of social forces and the sustained cultural demand of the masses constitutes the internal constraints of the participation of social forces;Traditional cultural institutions’ thinking shackles,lack of multiple incentive policy system,lack of platform integration mechanism,and sound access and evaluation mechanism constitute the external restrictions of social forces’ participation.In view of the above findings,this study proposes corresponding suggestions from two aspects.On the one hand,we should strengthen publicity and promotion,implement talent sharing,shape cultural governance thinking,set up special funds and other measures to break the internal constraints of social forces’ participation.On the other hand,we should expand the space of social forces’ participation by promoting the systematic reform of the government,improving the systematic incentive policy,strengthening the construction of platform channels,and establishing a standardized evaluation system.Through the above measures,we hope to provide useful reference for promoting social forces to participate in public cultural services more continuously,widely and deeply.
