The Evolution Logic Of Public Cultural Service Policy In China

The policy of public cultural service is formulated by the Party and the state according to the characteristics of public cultural service in different stages of development,which reflects the people’s realistic demand for public cultural service.In this paper,the 2005 "system of public cultural services" concept for the first time since appeared in official documents,the central level of public cultural services policy text,and based on the annual change of policy text number and effective division of the public cultural services policy three stages,namely policy starting period,policy development,perfecting stage.This study uses bibliometrics and social network analysis methods to explore the participation of policy subjects in different periods.At the same time,word frequency analysis is used to reflect the policy themes reflected by the keywords in different policy stages.The content analysis method is utilized to construct the two-dimensional framework of "policy instruments-policy value",and the specific indicators are defined.Then,the policy text is coded in stages,and according to the coding results,the policy tools used and the policy values embodied in the policy text of public cultural services are analyzed.The results show that the evolution logic of China’s public cultural service policy is manifested as the overall coordination degree of policy subjects,the continuous enrichment of the connotation of policy concerns,the diversification of the use of policy tools,and the development of policy values in the process of inheritance.The growing practical needs of the people,the rapid development of digital technology,and the modernization of national governance system and governance capacity are the driving forces for the evolution of public cultural service policies.In order to achieve the strategic goal of building a cultural power in 2035,it is necessary to optimize the strategic evolution of public cultural services,strengthen the cooperation of policy subjects,expand the regional topics of policy concern,maintain the rational use of policy tools,and establish the correct policy value orientation.
