Control of alcohol began in England as early as the 13th century,and the Malt Liquor Act,issued during the reign of Henry Ⅲ,is considered to be a sign that the English government began to control the industry.The study of the role of the English government in the transformation of the beer industry and how it dealt with environmental pollution deepens the understanding of the changes in the beer industry during the 14th and 16th centuries and helps to enrich the study of the social and economic history of the period.The 14th and 15th centuries were a period of initial development for the beer industry in England.The English government during this period tended to protect immigrants as a matter of policy in order to introduce advanced beer brewing technology to facilitate the spread of the technology in England.In the mid-14th century,beer brewing technology entered England via immigrants and was suppressed by native maltsters and rejected by the population in a difficult situation.At the same time,foreign brewers without citizenship rights were greatly restricted in their trading activities in England.To address this dilemma,the English government adopted the following strategies.First,effectively defend the legal rights of foreign brewers and facilitate their business activities in England by granting citizenship rights,providing economic benefits,and protecting legal rights.Secondly,it has adopted measures such as reminding in good faith and issuing writs for the protection of brewers to effectively protect the personal safety of foreign brewers.However,due to changes in international relations,the government’s policy is characterized by wavering and influenced by the international situation,which has caused many inconveniences to the business activities of foreign brewers.The 16th century was a period of prosperity for the beer industry in England.After the initial development of beer brewing technology in the 14th and 15th centuries,it spread to England,and the English government continued to take measures such as providing trade concessions and protecting the personal safety of foreign brewers as a way to ensure their normal trading activities in England.At the same time,however,to ensure local ownership of the beer industry,the English government took measures to increase the opportunities for locals to work in English breweries by limiting the acquisition of citizenship by immigrants,forcing foreign brewers to recruit local apprentices,and requiring brewers to pay additional taxes,reducing over time the advantages enjoyed by foreign brewers.With the support of the government,the beer industry was successfully localized in England.At the same time,in order to maximize profits,the English government gave policy support to large breweries and imposed various restrictions on cottage and small breweries,paving the way for the gradual monopolization of large breweries.The development of the beer industry has brought serious environmental problems,of which air and water pollution are the most serious,and the English government has had to deal with them.In London,for example,the lack of clear legal provisions to support the management of air pollution has not been effective,and most of the penalties can only achieve a certain deterrent effect.However,the London government still punishes polluters by fines and conversations,which shows the government’s determination to punish pollution,and also shows that the government is doing something to combat pollution.In response to the pollution of the Wensum River,the Norwich government established a special committee to inspect the cleanliness of the river and set a budget for cleaning it up,and imposed fines on polluters,including brewers,which showed that the control of water pollution had been institutionalized,an important step forward.In summary,the English government has played a pivotal role in the evolution of the beer industry,from immigration policies in the 14th and 15th centuries,to localization policies in the 16th century,to the management of environmental pollution problems.With government support,the beer industry flourished in England while also achieving breakthroughs in localization.The development of new industries such as the beer industry during this period greatly enhanced England’s industrial status in Europe and laid the foundation for the industrial revolution that would erupt in England.In addition,a study of the changes in England’s beer industry provides a glimpse of the government’s increased ability to govern and the changes in its approach to governance.Exploring the guiding role played by the government in England in the governance of environmental issues can help inform the sustainable development of various industries in China.
