On The Construction Status Of And The Countermeasures For Public Cultural Services In The Rural Areas Of Fuzhou

The soft power of culture is a symbol of a country's comprehensive development level. However, the current development of China's regional culture is not balanced and the development of public culture is relatively weak. The construction of rural public culture is facing opportunities as well as challenges. It is of great significance for constructing new socialist rural areas by strengthening the construction of rural public cultural service system, promoting the prosperity of rural public culture, and enhancing the spiritual civilization construction in rural areas. For this, Fuzhou City proposed a concept of Cultural City, intensifying the construction of public cultural service system in rural areas, constantly improving the supply ability and service level of rural public culture, and promoting the rapid development of the whole city's public culture.On the basis of literature research and visiting investigations, the paper described the status of construction and development of public cultural services in rural areas of Fuzhou, pointed out the shortage and imbalances of development, and analyzed the causes in depth. The paper also put forward operational solutions to improve the rural public cultural services in Fuzhou. The paper consisted of four parts:Firstly, the paper introduced the research background and significance, main research content and methods. The relevant research was reviewed, including the current situation, existing problems and feasible countermeasures of rural public cultural services.Secondly, the paper introduced and summarized the significant experience and achievements in the process of constructing rural public cultural service in Fuzhou City.Thirdly, the paper analyzed the problems of constructing rural public cultural service, including imperfect functions of government departments, the shortage of cultural infrastructure, the lack of talents, the weakness of innovation consciousness, the service insufficiency from the supply side, unbalanced regional development, low investment, and irrational allocation of resources. The causes for hindering the construction of rural public culture development were also analyzed.Fourthly, the paper proposed the countermeasures to promote the rural public cultural construction in Fuzhou. It is important to adhere to government guidance, speed up network infrastructure construction, strengthen team construction, improve service product from the supply side, innovate service mechanism, and improve the organization guarantee system.
