In today’s world,emerging technologies such as synthetic biology,transgenic technology,artificial intelligence technology and nanotechnology are emerging continuously,opening up infinite possibilities for human life.In contrast to the slow diffusion of traditional technologies,new technologies are rushed to market without adequate evaluation,driven by the capital interest motive.With the process of globalization,the positive effects and negative consequences of technology are also worldwide.Given the painful memories of technologies developed in the past,such as nuclear technology and DDT,people today are more cautious about the possible consequences of new technologies.People realize that while technology brings benefits and convenience to human beings,it may also bring huge risks and damages.For the emerging technology,people do not know enough information about it,making its application has great uncertainty,which means great risks.But the huge potential benefits of new technologies can tempt people to take risks and push the adoption of emerging technologies.How fair allocation of emerging technology may bring benefits and damage,not an expert,politicians,or interest groups can separate decision,from the perspective of stakeholder theory and distributive justice,must change the traditional way of technical decisions,affected by the new technology to a wider public,involved in the management of emerging technology.In the traditional governance process,the opinions and views of experts,government or corporate decision-makers are often taken into more consideration,and the public’s attitude and will towards the application and development of emerging technologies are seldom solicited.With the rise of citizen movement,more and more people begin to express their concerns about emerging technologies.The traditional "expert-government" meritocratic governance model is unable to bear the huge risks brought by complex emerging technologies,and public participation in the governance of emerging technologies is the way to solve the "Collingridge dilemma".In this paper,starting from the risk and uncertainty of emerging technologies,analysis the necessity of public participation in emerging technology management,and from the "consensus conference","Scenario workshop" and "focus groups","network participation of public participation in case of common,analysis of different modes of participation in how to play a role in treatment of emerging technologies,as well as the deficiencies.In addition,it hopes to propose a governance model of public participation in emerging technologies with Chinese characteristics based on international experience and lessons,so that emerging technologies can better play a positive role in promoting human well-being.
