Chengdu High-tech Zone is a new economic function zone rather than a traditional administrative district.There are no public hospitals under government management in the zone.Seven community health service centers(CHC)in the zone are the most important main force of public health and the "gatekeeper" of residents’ health.Compared with other traditional districts,CHC plays a more important role in basic medical and public health services.Facing the scarcity of utilities staffing,the rapid increase in the number of residents in the jurisdiction,and the strong demand for medical treatment,in order to fully mobilize the enthusiasm of cadres and employees of CHC and comprehensively improve the level of medical services,Chengdu High-tech Zone implemented the personnel system reform centered on “employment of all employees” of CHC in 2016.Among them,the reform of performance-based pay is a very important part.This topic takes the performance-based pay reform implemented in Chengdu High-tech Zone CHC in 2016 as the research object.On the basis of fully understanding the relevant policies of this performance-based pay reform,This paper explores and analyzes the impact on the level of the income,work enthusiasm,and medical service level of cadres and employees after the implementation of the performance-based pay reform.This paper also explores the existing problems and causes from the aspects of policy propaganda,formulation,implementation and implementation effect,and puts forward four countermeasures and suggestions: establishing a performance system which scientific and reasonable,strengthening the performance appraisal main body construction,perfecting the guarantee system of performance-based pay distribution and strengthening the publicity of performance-based pay policy.This topic chooses to conduct research on the CHC in the new special system district,and aims to provide theoretical basis and empirical support for the performance-based pay distribution of primary medical institutions under special background conditions,and improve the wage and welfare distribution system of primary medical institutions,Thereby improving the work enthusiasm and service quality of primary medical staff.Due to my limited reserve of basic theoretical knowledge and during the investigation and research,the COVID-19 epidemic was outbreak,and the CHC was on the front line of plague prevention.Many medical staff undertook the the hotel quarantine,airport inward personnel transfer,and nucleic acid testing work and failed to answer questionnaire surveys,so the survey data failed to cover all staff,and there was a certain gap between the collected data and the real situation.In summary,there are still many problems and shortcomings in this investigation and research,which need to be continuously improved and perfected in future work and study.
