Study On The Multi Subject Collaborative Governance Of Community Epidemic Prevention

At the beginning of 2020,there was an outbreak of COVID-19 in Wuhan,the sudden outbreak of the epidemic has brought a huge impact and influence on community governance.As the basic unit of society,community is an important space for virus transmission,and epidemic prevention and management in the community plays an important role in the whole epidemic prevention.Community highlights many advantages in epidemic prevention and control: easy to collect primary information,accurate to implement measures for prevention and control,high social mobilization efficiency and so on.With the strong promotion of reform and opening up in China,how to better cooperate with multiple subjects in community to fight for the epidemic situation has become the focuses and difficulties of community governance research.In this paper,the actual situation of COVID-19 epidemic prevention and management in X community of Taizhou City,Jiangsu Province,was studied with the literature method,participatory observation method and interview method.During the investigation,the author found that there were many practical problems in the X Community epidemic prevention management,such as: lack of clear legal provisions and guarantee mechanism of the main body’s role,resulting in lack of functions,with unclear role and unclear power structure.There is a relationship of cooperation,conflict and competition among the subjects in the process of epidemic prevention;For the co-governance of the X community,there is a lack of coordination mechanism for the subject cooperation;The prevalence of formalism and clericalism leads to the malpractice of grass-roots organizations;Comprehensive quality of grass-roots staff in X community is not high,lack of enthusiasm and so on.These problems greatly hinder the development of cooperative co-governance of multiple subjects in the community.In view of the above problems,the author puts forward the corresponding countermeasures.First,it is necessary to adhere to the leadership of the CPC Central Committee and clarify the rights,responsibilities and functional roles of the main body of the community in the form of law;secondly,the state government needs to coordinate the role and position of various organizations in the operation of community epidemic prevention,co-ordinate the participation of all community forces in community epidemic prevention,establish a whole set of cooperation mechanisms,and realize the perfect combination of community autonomy and co-governance;Thirdly,it is necessary for the main organizations of the community to enhance their internal ability,strengthen the training and assessment of the professional ability of the staff,improve the comprehensive quality of community workers and social workers,establish and improve the management and supervision system,and enhance the credibility of all subjects;Finally,it needs to try to establish more perfect personal safety and labor security for grass-roots community workers to protect their life safety and hard work income,to achieve the goal of jointly defeating the new crown pneumonia virus and improving the community multi-subject cooperative co-governance in this way.
