| The COVID-19 epidemic has brought unprecedented challenges to local governments.How to quickly and effectively contain the crisis while restoring social order is an important task for the government in the management of a major epidemic.This research aims to analyze the management practices of D Street in Hangzhou City using information technology to efficiently respond to the new crown epidemic,and analyze the operating mechanism of smart governance under major epidemics from the perspective of technological empowerment.This study found that smart management of major epidemics from the perspective of technology empowerment is not only a simple collection of intelligent anti-epidemic measures,t also a comprehensive governance system that implements platform-based,precise,and diversified governance through technology.Under the government’s smart governance model for major epidemics,the use of technology empowerment and efficiency enhances the government’s emergency response capabilities,realizes platform-based and refined epidemic control,and promotes the participation of multiple subjects in epidemic management.Although significant results have been achieved in the intelligent management of major epidemics,there are still problems in terms of institutional guarantees,technical specifications,and value orientation.These problems are mainly manifested in that the application of technology lacks a complete system guarantee,information sharing and personal data security are at risk,and the rationality of technical tools is too much emphasized and the concept of people is ignored.In this regard,this article proposes that when the government introduces information technology into the management of major epidemics,it must strengthen the system design to standardize the application of technology.At the same time,in the application of technology,we must pay attention to the sharing and protection of data.Ultimately,by enhancing the subjectivity of citizens to return to the concept of humanism,the major epidemic management will be promoted towards good governance. |
