Since the 1970 s,the frequency and types of global public health emergencies have shown a growing trend.The outbreak of the COVID-19 has caused great damage to political,economic and social life,but also tested the national governance system and governance capacity,increased the cost of risk governance,and increased the vulnerability of society.The diversity of risk causes the traditional social risk governance system difficult to meet the needs of the digital era,and digital technology can effectively use its own characteristics to meet the governance needs of the COVID-19,with the help of big data Digital technologies such as artificial intelligence enhance the effectiveness of social governance and promote the support and guarantee role of digital empowerment in public health emergencies.The border between China and Vietnam is not only the main channel for the import of external prevention of novel coronavirus pneumonia,but also the end of social governance.There is a risk of spillover of overseas epidemics.After the outbreak of the COVID-19,Dongxing City of Guangxi formed the epidemic prevention model of "five in one" of the party,the government,the army,the police and the people in the border epidemic prevention and control,differentiated management at different levels and classifications,deepening bilateral cooperation,joint "campaigns",multi-party linkage and coordination,strict border control and sea control,and summarizing the practical experience in the prevention and control of the COVID-19 on the Sino Vietnamese border has guiding significance for the prevention and control of public health emergencies in the future.At the same time,The prevention and control of COVID-19 in Dongxing,Guangxi,also exposed the shortcomings and weaknesses of public health emergency management.Based on this,through the field survey of Dongxing City,Guangxi,on the Sino Vietnam border,according to the research idea of "finding problems-analyzing problems-solving problems",using in-depth interviews,field surveys,system analysis and other research methods,on the basis of elaborating and defining relevant concepts,taking the prevention and control of COVID-19 epidemic in Dongxing City,Guangxi as the entry point,with the help of risk governance theory and empowerment theory,Through in-depth understanding of the current situation of epidemic prevention and control in the border area between China and Vietnam,it was found that there are some problems in epidemic prevention and control in Dongxing City,Guangxi,such as delayed application of digital empowerment,inaccurate focus on risk assessment,poor implementation ability of multi-level linkage emergency response,and potential risks caused by digital technology alienation.After analyzing the problems,we further explore the causes behind the problems,and conclude that digital technology is complex,and the risk management process needs to be improved There are reasons such as the imperfect epidemic prevention and control system,and the limitations of digital technology.In response to the above shortcomings,combined with the actual situation of epidemic prevention in Dongxing City,Guangxi,we proposed optimization paths from four aspects: digital empowerment to assist in multiple and joint treatment of epidemic prevention and control,promoting the sharing of epidemic prevention and control resources,optimizing relevant mechanisms for epidemic prevention and control,and strengthening the intelligent defense line for epidemic prevention and control,to further promote the management of public health emergencies in Dongxing City,Guangxi,and maintain social stability and long-term stability in the Sino Vietnam border area.
