The COVID-19 global outbreak in 2020 has examined EU governance capacity of public health,whether the EU can deal with this global pandemic is the focus of this paper.The innovation of this paper lies in the study of the European Union's ability to control communicable diseases from the perspective of non-traditional security,taking COVID-19 as an example.In order to study this topic more comprehensively,this paper starts from the four aspects(motives,governance policies,governance scope and the EU governance capabilities of communicable diseases),and combined with the carrying capacity of the medical systems of countries in the EU region before the outbreak of the Covid-19 to study the vulnerability of the EU health system to the Covid-19 pandemic from multiple perspectives,including the severity of the threat of the Covid-19.And through the efforts of the EU member states and the EU in responding to the Covid-19 pandemic,this paper analyzes the current EU policies and governance framework for communicable diseases,as well as some of the causes of the problems.In terms of the results of the European Covid-19 Pandemic management,the EU coordination and support measures are comprehensive but inadequate.The current EU governance capacity in the field of public health security has not yet reached its public health strategy.There are many reasons for these problems.From the perspective of public health,one is at the level of EU member states,because of the underestimation of the Covid-19 and the lagging of pandemic prevention policies,and the failure of preparedness for communicable diseases before the outbreak.The second is at the EU level.Because the EU is restricted by the “subsidiary principle”,it has long-term lack of investment for the prevention of communicable diseases,and it also lacks a strong health assistance policy for EU member states.Therefore,the EU focuses on improving the above two points in the new public health policy in order to respond to future public health crisis.
