Research On Medical Security System For Rural Elderly Under The Background Of Healthy Aging

With the development of China’s aging population,the aging society has gradually entered a moderate aging stage from a mild stage,so it has become a consensus to achieve the goal of healthy aging.The health and disease of the elderly is one of the outstanding problems caused by the aging of the population,while the rural areas are the shortcomings to achieve healthy aging,the medical security problem of the elderly in rural areas greatly affects the health level of the elderly,and then has a significant impact on the realization of healthy aging in the whole country.However,at present,the aging of rural population and the change of disease spectrum have brought new challenges to the rural medical security system based on the concept of "disease protection".Therefore,in the new period,how to effectively improve the health protection level of the elderly in rural areas by the medical security system is an important topic worth studying.Based on the theory of healthy aging,this study comprehensively applied the methods of literature analysis,questionnaire survey and in-depth interview,taking H city of Henan Province as an example,and made a systematic study on the health security situation of rural elderly.Firstly,it analyzes the development achievements of rural medical security system in elderly health from three aspects: health equity,security scope and security level.Secondly,the problems of rural medical security system in elderly health are analyzed in detail from four aspects: the scope of health demand protection,the scope of disease demand protection,the level of disease demand protection and related supporting policies.The study found that: the demand for disease prevention for the elderly is insufficient,and the demand for nursing care for the elderly is lacking;Insufficient protection for comorbid diseases and lack of universal protection for new elderly diseases;The reimbursement level of old-age diseases is low,and the protection level of old-age rehabilitation needs is limited;The accessibility of medical services and drug services for the elderly is poor.In view of the problems,this paper analyzes the reasons from four aspects: system orientation,system design,system goal and linkage of three doctors.On the basis of the above analysis,it is necessary to improve the health protection effect of medical security system for the rural elderly from four aspects:first,clarify the system orientation of "health protection",reshape the concept of "combining prevention with treatment",and guarantee the nursing needs of the elderly;The second is to expand the scope of protection for chronic diseases,expand the scope of protection for the elderly with diseases,and timely bring new elderly diseases into the scope of protection;Third,adhere to the principle of moderate security,improve the universal security level for the elderly,and improve the security level for the rehabilitation needs of the elderly;Fourth,strengthen the linkage between medical insurance and other fields,reform the payment method of medical insurance,and reform the medical field.
