In the context of urban and rural dual structure in our country long-standing,low level of rural economic development,farmer's low income,lack of social security,backward infrastructure in the rural bring high savings,low consumption,rural market accounting for half of the population plays a limited role on economic growth.,therefore,researching the Influence of Health Insurance towards the Consumer Behavior of China's Rural Family which as a mechanism of risk aversion,reducing the uncertaintybecome an important topic to the government and scholars.Based on the data from 2009 and 2010 fixed observation population survey in rural areas by Ministry of Agriculture of China,the paper analyzes the influence of health insurance towards the medical consumption and non-medical consumption of rural families from different areas and income groups with fixed effects model.Non-medical consumer spending is divided into educationspending,housingspending,foodspending,clothingspending and durable spending.This paper is structured as follows:The first chapter is introduction.This chapter firstly elaborated the research background,research purpose,research significance,main research contents,and research method of this paper.Then we summarize the research status and development trends at home and abroad.Finally,it also discusses the possible innovation and deficiency of this study.The second chapter is the concept definition and theory foundation.This chapter first defines three main concepts:liquidity constraints,savings,precautionary savings.Then,Then we summarize several theory foundations:the precautionary savings theory and liquidity constraint hypothesis.The third chapter analyzesthe current situation of rural health insurance in China and the consumption behavior of rural residents.Specific describing the present situation of the rural social medical insurance and commercial health insurance,the evolution of rural household consumption behavior and its restricting factors,etc.The fourth chapter is data sources and descriptive analysis.On the basis of the panel data that comes from the National Rural Fixed Observation Point Survey Data of China MOA for the period of 2009 and 2010.Descriptive statistics analyze the family characteristic variables,regional virtual variables,consumption expenditure variables both from the overall perspective and regional perspective.The fifth chapter estimates the model and analyzes the results.Based on the data from 2009 and 2010 fixed observation population survey in rural areas by Ministry of Agriculture of China,the paper analyzes the influence of health insurance towards the medical consumption and non-medical consumption of rural families.Including the influencing factors of consumptionand the differenceofthe influence to rural families from different areas and income groupsThe sixth chapter is conclusion and policy implications.We summarize the main research conclusion of this paper,and on this basis,we put forward some targeted guidance:expanding health insurance service content,improving the design rules of medical insurance,increasing the government support to the central and western regions and the poor,finally,we should encourage the development of commercial health insurance in the countryside.The main conclusion is:From the national level,the basic medical insurance has no significant impact on medical spending for rural residents family,but it plays a significant positive role in promoting the non-medical class spending on rural households in particular cultural services,food consumption and housing consumption.In different areas and different income levels,there is a significant difference that the basic medical insurance takes to rural residents familys' non-medical class spending.Commercial health insurance plays an important role to promote consumption expenditure and reduce savings of rural households.
