A Study On The Problems And Countermeasures Of Medical Assistance In Jinan

With the development of economy and the progress of society,people’s demand for health is higher and higher.Jinan City attaches great importance to people’s livelihood security,medical security is developing rapidly,medical insurance for urban and rural residents is gradually popularized,and people’s medical burden continues to reduce.However,for the poor people with low income,medical expenses will still cause a certain degree of economic difficulties,Affect the basic life of the family.Medical assistance,as a defensive line in the multi-level medical security system,is also an important part of the multi social assistance system.Jinan medical assistance has been running for more than ten years,during which it has been continuously standardized and improved,and effectively reduced the medical expenses of the poor people.However,there are still some problems and deficiencies in practice.How to innovate and adjust the medical assistance function,To make it play a supporting role to a greater extent is a problem that Jinan City needs to pay attention to and solve.Based on the investigation and research of Changqing District,combined with the current theoretical research of medical assistance,this paper investigates the rescued objects,urban and rural residents and relevant government staff by means of questionnaire and interview,so as to obtain the first-hand information and data of the front line of medical assistance.The survey found that there are still some problems in medical assistance,such as the effect of reducing economic burden is not obvious,the difficulty of rescue after medical treatment,the low awareness rate and satisfaction rate of policy,the lack of fund supervision and so on.The reasons for the problems are various,including the deviation of medical assistance concept,the imperfection of policy design and local laws and regulations、The working mechanism of medical assistance is not perfect,and the policy propaganda is not enough.In view of the problems found,drawing on the advanced experience of medical assistance practice at home and abroad,this paper puts forward some optimization suggestions,such as updating the concept of medical assistance,improving the policy design and local laws and regulations,improving the working mechanism of medical assistance,and increasing the policy propaganda.
