The Study Of The Problem On The Medical Aid System To The Vunerable Groups In The Cities Of China

With the further deepening reform and opening up maturing market economy in China, people's social life is also undergoing rapid changes. With rapid economic and social development, the government has gradually realized the importance of people's livelihood in the whole community. Especially in the March 2011, in the Twelfth National Economic and Social Development Plan and the Eighth Five-Year article, it has made a sound system that to improve people's livelihood and basic services is a top priority for our nation. Because China is in the industrial structure adjustment and transformation of social structure, economic growth has accelerated, the level of socialization has increased, and the gap between the patterns of interests has deepened so some people will inevitably changed to be the urban vulnerable groups.Such a class of groups in the disease will eventually live harder under the shadow of difficulties. For such a special social group, how do we provide effective relief by means of physical rehabilitation as soon as possible so that they gradually get rid of poverty and into healthy living in the modern city, it is the focus of the party and the country concerned. It is also the hot issue in our society with harmonious development. Although China's current urban "minimal needs" policy in a timely manner has solved the urban basic living problems of vulnerable groups, the health care of vulnerable groups in our city is still inadequate. It is threatening the quality of life of the people even their life safety. This is not matching the highlighted and social harmony in China and not suitable for the humanitarian divergence.Especially in recent years, because of poor medical treatment the sick people change to go back into poverty phenomenon in the individual provinces and cities are very serious. In terms of social justice or morality from human nature proceed improving our medical care system step by step and meeting the urban basic medical needs of disadvantaged groups have become very urgent and necessary. Not only for the maintenance of social stability and social equity, but also in promoting the overall social security system and healthy development of the country and the society at large, resolution of this issue is of great strategic importance.This article introduces the city's basic living conditions of vulnerable groups, and explores the current urban status of vulnerable groups in China, then I take a careful analysis of the need for medical assistance on the implementation of urban vulnerable groups. Because of the differences of historical background, economic and cultural in various regions, the urban vulnerable groups of medical aid start late in China, Then leading so many problems in the implementation of medical assistance in reality. For example, building laws and raising funds. this paper bases on the level of specific conditions in China, and analyzes several representative countrys which have done successful in the implementation of medical assistance.By contrast, summarize and draw some advanced experience of these countries then make some feasible measures for vulnerable groups of urban medical aid. To create a fairer background by law's specification, on the classification of vulnerable groups' information, and the community of medical assistance unit, then we can plan to help them out of disease and poverty.
