| Primary-level medical institutions lag far behind the top three hospitals in terms of service quality and service efficiency,causing residents to rush into the top three hospitals to produce a "siphon effect." In order to change the "inverted pyramid" structure of insufficient utilization of primary medical resources and overcrowding in large hospitals,the construction of the medical consortium community was promoted,so that high-quality medical resources were connected.Although significant achievements have been made in the construction of medical consortiums in pilot areas or some regions,there are still many obstacles and difficulties in the construction of medical consortia.The National Health and Health Commission carried out a "quality service grassroots trip" activity,the purpose is to standardize the construction of community health service centers,continue to improve grassroots service capabilities,improve service quality.Because medical staff in primary health care centers have been engaged in public health projects for a long time,the medical technology of primary medical staff has gradually been lost.Now,primary medical institutions have encountered difficulties in returning to medical treatment.At present,primary medical capabilities are generally weak,especially the shortage of primary medical technical personnel.Therefore,it is necessary to introduce the concept of human resource management in the medical union.Human resources can promote the flow of high-quality resources,and at the same time,they are also the key resources for improving community health service centers.It is precisely because of the importance of human resources to the construction of medical consortium.Therefore,this article studies the performance realization mechanism of community health service centers in the construction of medical consortium from the perspective of human resource management.Through relevant literature research,based on the integration theory of health service system and human resources management practice theory,construct a theoretical model of human resource management affecting the performance of primary health service institutions.Then by analyzing the background of the medical consortium construction,four vertical and close medical consortium communities in Wuhan were selected as the survey object to investigate the effect of various human resource management on the performance improvement of the health service center in these four cases.The survey found that these four cases have different degrees of impact on theperformance of community health service centers through the direct and indirect paths of human resource management.One is to save human resource management costs through human resource integration,and also directly improve the performance of health service centers by providing human resource support,as well as training and learning improvements;second,to promote the improvement of grassroots service capabilities,personnel incentives,communication and coordination mechanisms and Knowledge sharing indirectly affects the performance of health service centers.Finally,through the comparative analysis of multiple cases related to the cost-efficiency-output multi-dimension of community health service centers,it is concluded that human resource management promotes the performance of health service centers by the formulation and implementation of government supporting policies,the organization form of medical community,The influence of these four factors,such as human resource sharing and internal system construction,makes the performance of different community health service centers show different differences.Finally,in order to improve the overall medical service capacity and service level of the health service center in the construction of the medical consortium,in order to provide residents with better quality medical services,a human resource management implementation mechanism that promotes the performance of the primary health service institutions in the medical consortium is designed.Specific mechanisms include the establishment of a human resources coordination and deployment mechanism;the improvement of the medical consortium recruitment and training mechanism;the establishment of a performance assessment and salary incentive mechanism suitable for the medical consortium;the improvement of the professional title promotion mechanism suitable for the medical consortium;Good human resources atmosphere,encourage employee participation,increase employee satisfaction,and improve the overall capabilities and performance of the medical service system. |
