Study On The Optimization Of Medical Insurance System In Yangzhou City

With the rapid development of society and economic, people are increasingly demanding on the quality of life. However, market competition is more and more serious, and the pressure is bigger and bigger. Air and water pollution and other problems seriously affect people’s health. Disease bring harm to people’s health as well as family economy. Medical insurance is an important part of our health care system, it plays an important role in safeguarding. Since the reform and opening up, China’s medical relief work entered a rapid development stage, kinds of assistance systems gradually improved, the scope of assistance range include (city residents, the town "three noes", rural "five guarantees", severe disability, poor mental patients, etc.) with the subsidies gradually expanding and improving. However, under the current system of medical aid, our current situation is still not perfect, most of the social difficulties still drifted outside of the rescue groups. Their medical problems of the basic security is still a big problem, especially in terms of catastrophic medical assistance, lots of illness people cannot burden on health care costs and lack of proper treatment. Thus it is necessary to take strong policy measures to improve China’s serious medical aid system.Through a combination of theory and practice, I did specific research on Yangzhou catastrophic medical insurance in the problems, causes and explore solutions. I try to study the internal Yangzhou city in terms of serious medical problems of relief, and explore solutions. Using empirical analysis summarized Yangzhou city of serious medical problems of relieving the internal aspects, and put forward feasible countermeasures and policy recommendations on this basis. Hoping to plug the loopholes and shortcomings of catastrophic medical assistance existed.This paper is divided into four parts:The first chapter is the first part of that article. This chapter introduces the background and significance of this paper. By reviewing the literature on catastrophic health care insurance system of overseas, combining with the current domestic research of catastrophic medical insurance, I put forward practical problem solving methods and ideas on Yangzhou city’s catastrophic health care insurance problems.The second part of the article is the second chapter, this part made a detailed definition of the social insurance, catastrophic medical insurance. This part also presented the theoretical basis of the content of the required research, including Maslow’s hierarchy of needs theory, welfare pluralism theory, and public service outsourcing theory, providing a theoretical support for research and the necessity of this article.The third section contains the third and fourth chapters, the main part of this paper is to study. The third chapter did empirical analysis through literature, the census and statistics yearbook, interviews and other forms of field research. The results of the analysis is some medical insurance factors for the city residents’ concerns and the city’s current development and catastrophic health care insurance exists issue. The fourth chapter did some research on advanced experience of catastrophic health care insurance.The fourth part is the fifth chapter of the paper. By the previous part of the analysis, I make a comprehensive conclude and try to put forward the future development direction of medical assistance system in our city.
