Objective:Having described the human resources for health in the township health centers in areas of different economic levels in Xinjiang Uygur Autonomous Region in terms of the overall situation, quantity, quality, flow, training, income situation and so on, this study analyzes the factors affecting the allocation of health human resources in the rural township hospitals in Xinjiang Uygur Autonomous Region for seeking the root of the problem and putting forward the constructive countermeasures and suggestions, so as to optimize the health human resources of the township hospitals in Xinjiang Uygur Autonomous Region, to arouse the working initiative of the health staff and improve the work efficiency, promoting the allocation perfection of the rural health service function in Xinjiang Uygur Autonomous Region with the maximum efficiency of the township health centers.Methods:Resorting to a stratified random sampling method, we took three counties at the level of social economic development in Xinjiang Uygur Autonomous Region, then we took three township health centers in each county to form a total of nine township health centers and conduct a questionnaire survey. Through the application of the rank sum ratio test (RSR rank sum ratio), we made a comprehensive analysis and evaluation for the basic situation of the sample township health centers. Besides, we also carried interviews with the relative leaders, chargers of the agencies and the medical business backbones in the township centers who ever participated in the survey.Results:According to the probability unit, we made a classification for the health resource allocation from the nine sample township centers, classifying into three levels of township health centers. After the variance analysis of these three levels’ probability units, it showed that F=8.123, P=0.02<0.05, indicating that there are differences for the resource allocation among these nine sample township hospitals. Having described and analyzed of the indicators of the staff in the sample township health centers, we discover that the personnel allocation in the sample hospitals are not good enough, the number of the staff is insufficient, their overall quality is not high, and the whole construction of the health personnel in the township health centers is lag. Specific performances;1,Per thousand population has the number of staff in the township health centers is1.13.2, The academic backgrounds of the staff are too low, with more than half of the people graduating from the technical secondary schools (high school).3, The primary talents dominate and take up more than half of the staff, they lack of the senior personnel, and personnel who have professional (Assistant) physicians qualifications take up to17.88%of the total health staff.4, The health personnel have a poor salary, so they are not so satisfied with the pay.5The personnel mobility is rather high, and the talents can not be preserved.6, Less people participate in the continuing education and the measures that the township hospitals adopted to improve the staff’s knowledge and skills are not perfect.Conclusion:Through this investigation and research, we find that there are differences for the health resources distribution of the township hospitals in Xinjiang, with not reasonable health human resource allocation and the overall low level of human resources for health as well as the imperfect related policy. The construction of health personnel in township health centers should be further strengthened, to encourage the health talents to "downward", the government should optimize and use all kinds of resources majored in the human resources for health in Xinjiang township hospitals from the aspects of education, finance, management and professional supports.
