Research On Local Government’s Coping Ability In Public Hygiene Emergencies

All kinds of risks brought by public health emergencies always exist,and it is the local government that plays a key role in the process of emergency response to such incidents.Compared with the daily administration,the local government’s response to such incidents can better reflect the governance capacity of the local government at all levels.This paper takes B city’s response to the sudden outbreak of Covid-19 as a case study.In the process of writing the paper,through the official website and collecting epidemic data of B city,the author classifies and summarizes many government policies,and carefully analyzes B city’s response measures when the epidemic broke out from three aspects: overall organization,prevention and control decision-making and grass-roots implementation.At the same time,it points out the deficiencies in epidemic prevention and control,and analyzes the root causes one by one according to the manifestations of these deficiencies,and explores how local governments should make targeted improvements and how to further improve them.In response to this incident,the local government of B city set up a emergency headquarters for prevention and control,which was the core of temporary command,and adopted various public health interventions and physical barriers to prevent the spread of the epidemic and ensure social stability.The most effective measures include strict track monitoring of infected persons and contacts,periodic suspension of live poultry trading,control of group activities,traffic control,comprehensive wearing of masks,and co-ordination of various departments to implement supporting policies.However,there are some problems in this city,such as less experience in overall planning,insufficient investment in preventive education,lagging local decision-making at the initial stage,and lack of implementation rules.This topic can be summarized as the reasons for the lack of government capacity in four levels: overall planning ability,prevention ability,decision-making ability and implementation ability.According to the existing problems,combined with local practice and national experience,this topic puts forward suggestions on these four levels of government behavior,NO,1,making clear division of powers and responsibilities to improve the government’s overall planning capacity,NO.2,taking more precautions against to heighten prevention capacity.NO.3,intensifying organizing system and information integration to promote policy decision capacity.NO.4,perfecting lower management and contact regulations to improve executive capability.I hope the analysis and suggestions of this topic can promote the improvement of local government’s actual coping ability.
