| The most acute problem in the area of health services and also the most obvious problem is "expensive and hard to get" under the current social transformation. Social problems are undoubtedly the key factor of aggravating the social instability, however, it is a political issue which makes it much more complicated. The public health services for the majority of residents in the past few years has been proved undesirable. After the eight years health care reform, the reform of public hospitals is still the key to the entire health care reform. Starting from the government-led to the overall market, reform of the public hospitals has been swinging between the government and the market for a long time.Division between medical service regulation and management affaires is becoming the mainstream through the international public hospital management. In these few years the practices and patterns emerging from different countries, while the difference of regionsã€politics and economy make those experiences different, but the advanced experience of the reform of public hospitals is still promoting the division between medical service regulation and management affaires. In the reforming process, reviewing and reflecting on the target in order to grasp the direction of the reforming at any time. The applications of the reforming policy around the country are emerging rapidly which diversify the understanding of the division, while this is not conducive to the promotion of the reform in our country.This study starts with the social problems within the field of medical services, clear of the public hospital management system’s reforming background, which demonstrates the public hospital reform direction of the causes. After defining the research objects and scope using the public policy analysis theory as a framework clarity reform problems in the reform process. In the end, propose appropriate policies recommendations for reform. Also clarifies the reasons for the division between medical service regulation and management affaires and the natureã€purpose and meaning of it.By comparing the current pilots’ experiences, study finds that the existing public hospital regulation and management affaires are targeted on implementing formal institutional settings issues rather than on building up the independent legal status for public hospitals. In addition, compared with oversea experiences helps to propose specific policies to increase the possibility of the reform in applying through the country. |
