From the perspective of political science,establishment management is an important means for the effective allocation of resources for national functions,institutions and personnel,which is related to the ruling status and ruling foundation of the country.Efficient establishment management helps to ensure the public welfare and to optimize the management structure and functions of the public sector.The current establishment and management of public hospitals was formed under the background of planned economy,which is a static management mechanism.It has always occupied an important position in hospital management.With the continuous development of the social economy,the people’s health awareness is gradually awakening.Therefore,the demand for public hospital services has continued to grow.The scale of the hospital has continued to expand,and the number of beds has increased.In addition,the personnel mechanism has also undergone changes.The management and management model of public hospitals has gradually been unable to meet the needs of current hospital development,highlighting the imbalanced supply and demand structure,unreasonable personnel structure,rigid management mode,and unreasonable human resource allocation.In order to ensure the normal operation and sustainable development of the hospital,the hospital began to recruit a large number of non-staff personnel under the contract system to alleviate the stress of hiring.However,there are still problems regarding how to regulate the management of non-staff personnel,how to balance the relationship between internal and external staff,and how to coordinate different types of staffing.Since 2015,various regions have begun to explore the implementation of reforms in the management of public hospitals.The reform needs to be carried out step by step,and needs to be adapted to local conditions.Various types of reform models,such as documentary system reform,dynamic management of the organization,and “decompilation” reform,have emerged.However,due to uneven social and economic development in various regions,uneven distribution of medical resources,and large differences in medical technology,there has been no fully mature and replicable reform model so far.Therefore,it is of great significance to explore the preparation and management reform in a targeted manner to maximize the optimization of human resource allocation and ensure the public welfare and sustainable and healthy development of public hospitals.Based on documentary analysis,this thesis explores the background of the current public hospital establishment management reform and explains the research status of public hospital establishment management and reform process at home and abroad in an effort to propose the purpose and significance of this study.Besides,by using case analysis method,The C hospital of Yunnan Province was selected as the research object.Based on the public management theory knowledge such as the human resources development theory of the public sector,the public sector position management theory,and the incentive theory,the preparation and management of the C hospital was analyzed and problems are found.Those problems are analyzed in depth.Finally,by using comparative research method,relevant cases of the management reform of public hospitals in developed provinces and cities in the country are mentioned to put forward countermeasures and suggestions to optimize the reform of C hospital staffing management at levels from national institutional mechanisms,public policies,system design and hospital main bodies.
