| Cultivated land is an important strategic resource to maintain national food security. At present, the utilization of cultivated land resources in China is under great pressure.Studying the level and influencing factors of green utilization efficiency of cultivated land in China and exploring the path to improve green utilization efficiency of cultivated land are of great significance to promote green utilization of cultivated land and sustainable economic development in China.Based on literature research and relevant data from 2009 to 2019,this paper adopts data envelopment analysis and panel regression method to construct a framework for researching on the measurement and influencing factors of green use efficiency of cultivated land in China. And this paper puts forward suggestions to improve the efficiency of green use of arable land in China, providing policy basis for green use management of cultivated land.Firstly, this paper measures the green utilization efficiency of cultivated land in China. The index system is set by input-output factors in the process of cultivated land utilization, and a super-efficiency Min DS model considering undesired output is constructed. This paper calculates the green utilization efficiency of cultivated land in China from a static perspective, and analyzes the differences in the green utilization efficiency and the potential for efficiency improvement of cultivated land in various regions of my country.Through the GML index, this paper measures the total factor productivity of China’s cultivated land from a dynamic perspective, and decomposes it into technical changes and technical efficiency changes to analyze the spatiotemporal evolution characteristics of my country’s overall and provincial cultivated land green utilization efficiency.Through the absolute convergence test and relative convergence test of the green use efficiency of cultivated land in my country, the time trend of the difference in the green use efficiency of cultivated land between provinces is analyzed. The results show that during the period from 2009 to 2019,the overall green use efficiency of cultivated land in my country has a trend of increasing slowly, and the green use efficiency of cultivated land in the eastern region is higher than that in the central and western regions. The average value of the GML index is1.0244,and the green utilization efficiency of cultivated land has a good growth trend. The average annual growth rate of the technical change index was 2.36%,and the average annual growth rate of the technical efficiency change index was 0.89%.The growth rate of the technological change index is higher than the technological efficiency change index, and the growth of the green utilization efficiency of cultivated land mainly depends on the progress of technology.Secondly, this paper analyzes the influencing factors of green utilization efficiency of cultivated land in China.Through individual effect test and Hausman test, this paper selects random effect model for panel regression analysis. This paper analyzes the influencing factors of the green utilization efficiency of cultivated land through the multiple cropping index, the proportion of disasters, the education level of the rural labor force, the proportion of effective irrigation, the total power of machinery per unit area, and the disposable income of rural residents. The results show that the multiple cropping index, the educational level of rural labor force and the disposable income of rural residents have a significant positive impact on the green utilization efficiency of cultivated land. The proportion of disasters and the total mechanical power per unit area significantly negatively affect the green utilization efficiency of cultivated land. The positive effect of the effective irrigation ratio on the green use efficiency of cultivated land is weak. Finally, according to the results, this paper puts forward suggestions for promoting the green utilization efficiency of cultivated land in my country, including accelerating the development of facility agriculture, improving natural disaster response and prevention measures, improving the education level of rural labor force, promoting the green development of agricultural machinery, and improving cultivated land subsidy policies. |
