In 2003,China started a new round of collective forest tenure reform,and selected some provinces and cities for trials.Until 2008,the State promulgated the "Opinions on the Comprehensive Reform of the Collective Forest Property Right System",and the nationwide collective forest property right system reform work gradually started.After the implementation of the collective forest tenure reform policy,it is urgent to understand how effective it is,whether the reform results have been consolidated,and how farmers have responded,with a view to providing reference for the formulation of further reform policies.Therefore,the research on farmers’ satisfaction with the reform policy of collective forest property rights system and its influencing factors is of great significance for deepening the reform of collective forest property rights system.This research first reviews existing literature from the aspects of satisfaction and influencing factors of forest property reform policies,effectiveness of forest property reform,problems existing in forest property reform,and supporting measures for forest property reform.Deficiencies,and then determine their own research content and methods.After that,the background,purpose and significance of this research were clarified.The questionnaire survey was used to survey the farmers in 16 villages including Wangjiazhuang Village and Zhangjiashuimo Village in Manas County for collective forest tenure system reform,and the primary data of farmers’ satisfaction evaluation of the collective forest tenure system reform policy were obtained.Descriptive statistical methods were used to analyze farmers’ overall satisfaction with the reform of the collective forest tenure system,forestry subsidies,forest harvesting,forestry finance,forestry rights transfer,forestry socialization services,and forest economy.More than 50%indicates that after the forest reform,the satisfaction of farmers is at the middle-low level.On the basis of summing up the previous research results,referring to the existing research results,and combining myself with a questionnaire survey of 160 farmers in 16 villages,including Wangjiazhuang Village and Zhangjiashuimo Village in Manas County,summarized the farmers’ rights to collective forests.The possible influencing factors of satisfaction of system reform are mainly divided into three categories and 16 variables.Through binomial logistic regression equation,the empirical analysis of the influencing factors of satisfaction.The results show that farmers ’ satisfaction with the collective forest tenure reform policy is mainly affected by farmers’ age,gender,farmers ’occupation,farmers’ educational level,whether farmers are village cadres,whether farmers join forestry cooperatives,the proportion of farmers ’ forestry income and farmers The impact of eight factors,such as the proportion of household forestry expenditure,is significant.Finally,some suggestions for deepening the reform of the collective forest tenure system in Manas County are proposed:in the future reform,we should increase financial support and improve the compensation mechanism;scientific logging and classified management;improve the evaluation mechanism and standardize the circulation method;Reform,increase forest mortgage mortgages;expand forestry service content and improve forestry service levels;actively promote the deep development of forestry cooperative organizations;adjust the allocation of water resources;and expand the coverage of forest insurance.
