The Evolution Process And Performance Evaluation Of Farmland Protection Policy In China Since The Reform And Opening-up

This paper starts from farmland protection policy of China since the reform and opening-up,sorts out its evolution path and evaluates policy performance,so as to predict the future development direction and trend of the policy,and put forward reasonable suggestions to improve the performance of farmland protection policy.The main content of the article is as follows:(1)This article establishes a quantitative system for farmland protection policies from five dimensions of policy strength,policy measures,policy objectives,policy feedback,and policy supervision,and divides the development stages according to the quantitative results,from two aspects: policy content and policy tools Sorted out the evolution process of the farmland protection policy: the policy evolution has experienced the early exploration of the policy introduction(1978～1985),the exploration of the system establishment(1986～1996),the initial formation of the system(1997～2002),and the basic perfection of the system(2003～2013)and the system matures(2014～2019)in five stages.The types of policy tools of farmland protection policies of China are gradually diversifying,and the content of policy tools is gradually becoming more specific and more operability.(2)This article analyzes the farmland protection policy system from the four aspects of policy effectiveness,issuing department and form,effectiveness indicators and policy tools: Farmland protection of China has gone through five stages,and the policy is basically in accordance with the problem-sign policy issuance-supporting policy supplement-new issues appearing circular mode;the connotation of farmland land protection has realized the transformation from quantity control,to equal emphasis on quantity and quality,and then to the protection of quantity,quality and ecology;policy issuance departments are diverse,but the overall authority is not Strong;the types of policy tools are gradually diversified and the degree of integration is high,with command and control as the main tool.(3)This article evaluates the quantity and quality protection effects of farmland land protection policies from the two dimensions of time and space,and compares the differences in the effect of farmland land protection in the eastern,central,western,and northeastern regions of China: time scale In the above,the policies introduced in 1986,1997,and 2004 have achieved obvious effects on the quantity protection of farmland land;the quality protection effect of farmland land from2014 to 2016 is slightly better than that of 2009 to 2014;the current quantity protection effect is good,but the quality protection is far from meeting the requirements.On the spatial scale,the protection effect of farmland land quantity is the best in the western region,followed by the northeast region,and the central region is better than the eastern region;the farmland land quality protection effect is the best in the central region,followed by the northeast region,and the eastern region is better than the western region.(4)In order to improve the policy system of farmland land protection and improve the performance of farmland land protection,we should enhance the overall authority of farmland land protection system in the future,and focus on building a more rigorous legal system covering all elements of farmland land protection;Improve the supervision mechanism of farmland land protection system,strengthen the risk prediction and problem identification of farmland land protection;We should implement the trinity protection of farmland land,further strengthen the integration of the work of various departments,and improve the linkage mechanism of multi department collaborative work;Further enrich the connotation of policy tools.
