Study On Policy Evaluation Of Farmland Ecological Compensation In China

The problem of farmland and farmers has always been a key issue of social concern,and it is the key question of whether my country can achieve long-term sustainable development of agriculture and rural revitalization.However,in recent years,problems such as "hidden loss of quantity","significant decline in quality",and lower comparative income from grain production have seriously threatened domestic food security,environmental security,and farmers’ lives.Based on this,my country has successively issued a series of policies and measures related to farmland protection incentives and farmland ecological compensation,which has gained wide attention from the society.The implementation effect of farmland ecological compensation policy and its existing problems have gradually become the focus of research.Examining the implementation of the current policy and scientifically evaluating the implementation effect of the policy are important for improving China’s ecological compensation policy and promoting the resolution of farmland environmental problems and poverty problems.significance.Under the guidance of the national farmland ecological compensation policy,five typical models have been formed in local practices in Chengdu,Shanghai,Suzhou,Foshan and Jilin.In this paper,jiangsu province and Jilin Province are selected as sample areas for field research.In the process of policy implementation in Jiangsu Province,there are some problems such as unscientific nature of compensation,unscientific definition of compensation object and unscientific calculation of compensation area.There are some problems in Jilin province,such as lack of post-subsidy monitoring,excessive inter-provincial financial burden and insignificant leading effect.Subsequently,entropy weight-TOPSIS model was used to calculate the policy performance values of Jiangsu province and Jilin Province.The effect of farmland ecological compensation policy in Jiangsu province gradually appeared over time,with the implementation value,significant economic benefits but poor ecological protection benefits,and relatively low policy fitting degree.The farmland ecological compensation effect in Jilin province is stable and the ecological protection target is accomplished well.To explore whether there is a provincial policy effect and the difference in the province,the paper has comparative analysis of differences in jiangsu provincial differences between jilin province and jiangsu province,through the space difference is concluded,the jiangsu province farmlandecological compensation policy effect is long-term sustained in jilin province,the policy effect is better than that of jilin province,jilin province tend to stable development,investigate its reason is that local policy of economic strength disparity and policy implementation.The policy effect of southern Jiangsu province is better than that of northern Jiangsu province,which indicates that the sustainability and long-term effect of compensation are dependent on local government financial resources.Moreover,the comparison results all show that the ecological benefit performance value is lower than that of economic performance value and social performance value,and the policy fitting degree is generally not high.Based on the research conclusions,this paper puts forward the following Suggestions to optimize farmland ecological compensation policies in China: strengthen the role of the market in the compensation mechanism,innovate ecological labeling methods in the special real right of farmland,and better integrate into the market;The objective of environmental protection in ecological compensation policy should be highlighted and infiltrated into all stages of compensation implementation.We will further refine the functional positioning of "green" subsidies and promote their implementation.Promote the implementation of supervision,implementation and evaluation mechanism,so as to form a long-term policy mechanism;Increase publicity,increase public participation,each subject in the ecological compensation policy or farmland environmental protection play a role;Standardizing land transfer procedures to develop modern ecological agriculture.
