Benefit Analysis Of Dongguan State Owned Forest Farm Reform

The reform of the state-owned forest farms is a major move of the central government.Since 2009,to promote the healthy and sustainable development of the state-owned forest farms Dongguan has launched Dongguan State-owned Dalingshan Forest Farm,Dongguan State-owned Qingxi Forest Farm and Dongguan State-owned Dapingzhang Forest Farm as pilot projects.It has turned self-financed forest gardens and forest farms,which are managed as public welfare institutions,into those paid full by the public finance by deciding the nature,the manning quotas,the remunerations and the responsibilities.The nature of those farms have turned from entrepreneurship of production and operation to service institutions of environmental protection.After the reform,Dongguan state-owned forest farms has experience and results in reform and encountered some problems hindering the benefit improvement.Guangdong has limited investigation on reforms of state-owned forest farms into forest gardens.Therefore,the investigation and analysis of reform of the three state-owned forest farms is meaningful for deepening the reform of state-owned forest farms.This essay presents the problems hindering the benefit enhancement after the reform by investigating the reform process of forest farms,building the analysis index system of economic,environmental and social benefits and analyzing the result of the evaluation.The problems are lack of developing vigor,which hinder the improvement of economic efficiency,the separation of rights and responsibilities with the fruit forest lands around,which hinders the environmental benefits,insufficiency of positions and management,which hinders the social benefits.This essay analyzes the problems hindering benefit enhancement after the reform and the reasons.Its proposes measures and advices as follows:(1)deepening the reform of the system and enhancing economic benefits;(2)balancing the interests and enhancing the environmental benefits;and(3)building encouraging system,enhancing social benefits.The essay guides theoretically and enhancing realistically the deepening of reform of Dongguan state-owned forest farms.It provides experience for deepening of reforms of Guangdong state-owned forest farms.It significantly promotes the protection of forest resources of state-owned forest farms and sustainable development of the environmental functions.
