The state-owned forest farm is the basic position of ecological restoration and construction in China.It is an important battlefield to maintain the national ecological security.It plays an irreplaceable role in promoting the sustainable development of national economy and protecting the public ecological interests of the people.Based on the background of the reform of state-owned forest farms and the current situation of human resource dilemma faced by sustainable development,this paper uses the new development concept,new public service theory and public incentive theory of the Communist Party of China,based on the author’s field investigation data of the incentive situation of workers in Xiaolongshan state-owned forest farm in northwest Gansu Province,This paper deeply explores the characteristics of Xiaolongshan state-owned forest farm and its staff in Gansu Province,combined with the status quo of the staff incentive mechanism of Xiaolongshan state-owned forest farm in Gansu Province,finds out the existing problems and their main reasons in detail,innovates and improves the incentive mechanism measures,and probes into the staff incentive methods of Xiaolongshan state-owned forest farm in Gansu Province under the "community of destiny" with the staff.irst of all,this paper analyzes the current operation and management status of Xiaolongshan state-owned forest farm in Gansu Province,including institutional evolution and personnel status,forest resources and ecological function status,infrastructure and resource management and protection status,staff wages and social insurance and liabilities,current management system and operation mechanism.Secondly,in order to find out the problems existing in the current staff incentive mechanism of Xiaolongshan state-owned forest farm in Gansu Province,and to deeply analyze the internal reasons,this study designed the staff satisfaction evaluation questionnaire of Xiaolongshan state-owned forest farm in Gansu Province,from the aspects of salary system,performance management,welfare system Based on the investigation of four aspects of career management which are closely related to the interests of employees,this paper finds out the problems existing in the existing incentive system of employees,and combined with the relevant incentive theory,reviews and analyzes the current incentive system of Xiaolongshan state-owned forest farm in Gansu Province.Thirdly,it puts forward the innovation and improvement measures of incentive mechanism,mainly including the allocation concept,salary system,assessment system,reward and punishment measures,interpersonal relationship,career planning,training mechanism,professional interest,promotion incentive and other measures.It focuses on strengthening the construction of staff team of Xiaolongshan state-owned forest farm in Gansu Province,and comprehensively improves the innovation consciousness and service consciousness of forest farm staff,It will lay a solid foundation for the high-quality development of ecological forestry and ecological economy in the new development stage of Xiaolongshan state-owned forest farm in Gansu Province.
