Study On The Problems And Countermeasures In The Reform Of State-owned Forest Farm System

Under the guidance of Xi Jinping Thought on Ecological Civilization,China’s green development is on the "fast track",the ecological construction is steady and far-reaching,and the sustainable development of state-owned forest farms plays an important role in the ecological civilization development.It is a new problem and difficulty for us to do well the reform of forest farm.The goal of the reform of state-owned forest farms is ecological type and public welfare,so that they can play the most important role of ecological and social benefits,and further achieve the key effect of protecting forest ecological resources,this paper focuses on the connotation,related theories and main methods of the reform of the state-owned forest farm,through the analysis of the current situation of the reform and development of Lao shan Forest Farm,the main reform measures and results,and the analysis of the main problems in the reform process,countermeasures and suggestions on deepening the reform of Lao shan Forest Farm.The study found that although the reform of Nanjing Laoshan Forest Farm has achieved certain results,the management system and forest management mechanism have been improved,and the ecological benefits of the forest farm have been improved.However,due to the complexity of the related content,there are still some shortcomings and weaknesses in the reform process of Nanjing Laoshan Forest Farm,such as the administrative system,the social functions have not been stripped off,the management system has not been improved,and the ecological benefits of the forest farm have been improved The management mode is still rigid and old;In the aspect of forest management system,forest management protection mechanism and diversified investment mechanism are still imperfect;In terms of reform and innovation mechanism,the self hematopoietic function is insufficient,and the forestry cultivation and construction mechanism is not perfect.In view of the above problems,this paper carries out multi-dimensional analysis and thinking,and puts forward some ideas for the reform of the construction of ecological public welfare state-owned forest farms,such as deepening the government led system,further introducing policy support,promoting the implementation of reform tasks,and continuously consolidating the reform achievements;We should continue to promote the sustainable forest management,take the development and management of ecological forestry as the guidance,strengthen the protection system according to the requirements of the main function orientation,and formulate the forest management principles,management strategies and management objectives of each region;To insist on high-quality development,it is proposed to establish a diversified investment mechanism and deepen the construction of talent system;We should improve the planning system,implement the classified management system,and promote the construction of innovative mechanism for sustainable development.
