As the very first demonstration city implementing waste sorting to the international standard,Shanghai attracts much attention to the effectiveness of the waste management.However,insurmountable contradictions faced by community is continually increasing due to the pressure of accelerated urban development,rising labor costs and the lack of public morality.Among them,the fact of poor recovery efficiency,unmanageable numbers and insufficient participation make the lowvalue recyclable waste even more difficult to be promoted,through the market-oriented mechanism,considering their overall low economic value and reusability.For this situation,Shanghai government adopts the new policy as the combination of Garbage Sorting Policy and the Two-net Integration Program,in which the government,the public,the society and the market are able to participate together.Owing to the participation of multiple subjects,high complexity of the recycling system is relatively caused by this new step in the meantime,thus,this research topic requires studying with a systematic,human-centered and innovative perspective.First of all,it summarized the concepts of Low-value Recyclable waste,Polycentric Governance and Service Design and highlighted the application value of Scenario Analysis and Theory of Service Design being used in the subject.The scenario elements in the low-value recyclable service system were clear and definite in order to put forward the research frame and idea based on the concept of service design.Secondly,in order to comprehensively acquire the traits of important stakeholders and core users,all the stakeholders were systematically investigated through interviews and questionnaires,then,were separated into three categories as service providers,administrative managers and service receivers.Thirdly,according to the result of survey and study,typical service scenarios of low-value recyclable waste service system was restored to explore the influencing factors through the comprehensive use of persona,script and situational experience map.Having been discussed multidimensional factors of individual characteristics,community management,product and service,and the dispersion of information and resources,it was capable to transform these pain points into opportunities.Additionally,an anatomy of the current systematic scheme in Shanghai community,which used the Green Fortune in waste sorting incentive platform to inspire users,clarified the recycling process,the participants and the participation way in the low-value recyclables service system.Finally,the key service points of contact in the service system were redesigned to achieve the best result,including the Green Fortune App and the low-value recyclable waste station.Therefore,the optimized service system scheme in Shanghai could be used as a reference for other urban communities,as it effectively balanced the demands of stakeholders and fully considered the maneuverability in the implementation process.
