| Water supply security is an important part of urban public security,related to social development and stability,and is the "lifeline" to ensure the normal production and living order of the city.In recent years,with the development of economy and the gradual expansion of urban water supply scale,domestic water source emergencies have occurred frequently,threatening the safety of urban water supply.Chengdu is one of the few mega cities in China with a permanent resident population of more than 20 million.The scale of water supply ranks first in the west,but the water source is relatively single and the water source is highly concentrated.Once a large-scale water supply interruption occurs,the economic loss and social impact will be immeasurable.The "8.20" high turbidity pollution occurred in 2019 is a water source emergency with the highest turbidity and the longest duration in Chengdu in recent years.It occurred suddenly,caused serious harm and was extremely difficult to handle.The successful handling of the incident is a test of the emergency management work of local governments,relevant departments and water supply enterprises.The successful response to the incident fully demonstrates and improves the emergency management ability of local governments.Based on public crisis management theory,emergency management theory and collaborative governance theory,combined with the current situation of urban water supply safety management in China,thesis intends to analyze and study the "8.20" water source emergency in Chengdu by using research methods such as literature research,case analysis and experience summary,focusing on how local governments,functional departments and water supply enterprises should deal with similar events before and after the event,Summarize the achievements and practical practices of Chengdu in dealing with the emergency management of this incident,extract the key elements,discuss them in chapters,and systematically summarize the successful experience.Thesis analyzes and studies the establishment and improvement of urban water supply emergency management mechanism and the systematic and scientific development of emergency management from three aspects: emergency preparation,coordination and linkage and post recovery.The research contents include preparing plans in advance,strengthening safeguard measures,establishing water source monitoring and early warning mechanism,establishing a command organization,clarifying the division of responsibilities of all parties,ensuring timely and accurate information transmission,actively guiding and controlling public opinion,multi-party linkage and coordination,doing a good job in water source emergency dispatching and water supply guarantee,and taking scientific and orderly measures to recover and summarize afterwards,so as to avoid the deterioration of events and eliminate adverse effects.The purpose of the research is to summarize and refine the emergency management mode of unified command of the government and coordination and linkage of relevant units,in order to provide important,representative and popularized theoretical support and practical reference for similar local governments and relevant units in the future emergency disposal,promote the safety management level of urban water supply and improve the ability of emergency management. |
