With the continuous development of modern society,electric power,as the source power of the third scientific and technological revolution,is an important guarantee for the development of national economy and society.At present,China has built an AC / DC hybrid power grid with the highest voltage level and the largest scale in the world,Once affected by various factors(including equipment loss,natural disasters and man-made destruction,etc.),regional or large-scale power outage is easy to occur.In densely populated and economically intensive urban areas,serious power failure means that all equipment on site can’t operate normally,resulting in communication and traffic paralysis.Oil,water and natural gas pipelines cannot be transported normally.The government,hospitals,schools and other key departments can’t work normally.The long-term large-scale power outage is easy to cause social unrest and public panic,and bring many serious side effects.Therefore,it is necessary to monitor the internal structure and potential hazards of the power system in order to prevent them from happening,It is not only of theoretical value,but also of practical significance to manage and prevent public emergencies caused by power grid accidents.Therefore,the emergency management of public emergencies caused by power grid accidents is always in the important position of national emergency work.In this paper,through literature research,systematic research and case analysis and other research methods,This paper explores the management of public emergencies in s city power grid,and puts forward countermeasures,The first dimension is time sequence(before,during and after events),The important components of management(organizational system,system design,personnel supply,information transmission)are taken as the second research dimension.This paper systematically and comprehensively analyzes the emergency management methods of public emergencies caused by accidents in s city power grid,At present,there are few related legislation,imperfect linkage mechanism,insufficient information platform construction,incomplete preplan preparation,and inadequate emergency drill in s city power grid emergency management.Then it further found out that the reasons are the lack of capital investment,imperfect organization and working mechanism,and the level of government enterprise linkage is not closely related.Through domestic cases and foreign theoretical analysis,combined with the development situation and environmental characteristics of S City,It is proposed that the organization specialization and emergency management normalization should be set up,and the optimization objectives of emergency management form and public self-protection awareness should be improved.Establish and improve the management mechanism,hold annual summary conference,standardize the training of emergency drill personnel,optimize the decision-making content of government enterprise coordination group,and establish emergency team,funds and materials,communication and transportation and technical support measures.Further optimize the emergency management mode of S city.
