Since the 1980 s,China’s economy has developed rapidly.The Bidding Law of the People’s Republic of China promulgated in 1999 marked the formal establishment of China’s bidding and procurement system.After that,China screened construction units,design institutes and supervision in the form of bidding,and bidding has gradually become the most mainstream market transaction behavior.Procurement,as the core link of the implementation of EPC general contracting projects,plays an extremely important role in the quality,schedule and cost of the whole project,and the key factor affecting the procurement of EPC projects is the suppliers that cooperate with them.However,in recent years,the general contractor of EPC projects has borne great losses due to the unreasonable way of bidding and procurement and the unscientific method of evaluating and selecting suppliers.Therefore,it is of great significance to make up for and optimize the deficiencies of the current bidding and procurement system,establish a complete and scientific supplier evaluation index system and build mathematical models that can be used for empirical research,and help EPC project general contractors select high-quality suppliers.First of all,in combination with the path dependence theory,this paper analyzes and summarizes the origin,development and existing problems of the tendering and procurement path of EPC general contracting projects in China,proposes to solve the "lock" problem of the tendering and procurement system path by using information means,and optimizes the overall framework of the electronic tendering and procurement platform.The function of evaluation expert platform is realized by PHP technology and MYSQL.Secondly,combined with the literature research method and the investigation and research method,the evaluation index system on suppliers was established for the procurement of construction project procurement,material procurement and consulting service procurement under the procurement classification;14 experts were collected to score the importance of the supplier evaluation indicators through the expert interview method,and then the 226 effective questionnaire data collected were imported into the SPSS software through the questionnaire method,and the reliability and validity tests were carried out on the evaluation index system of construction project procurement,material procurement and consulting service procurement,respectively.The results show that the index system is constructed reasonably.Thirdly,analytic Hierarchy Process(AHP)and entropy weight method are adopted,and MATLAB software is used to calculate the index system respectively and finally obtain the comprehensive weight.Combined with TOPSIS method,the distance between positive and negative ideal solutions is calculated and the proximity result of the optimal scheme is obtained.The path-dependent theoretical mathematical model based on TOPSIS and AHP+ entropy weight method is completed.Thus,the selection and ranking of various suppliers can be realized as the basis for the general contractor to choose the best supplier.Finally,this paper cites Z Company as an empirical case,and the results show that the realization of bid evaluation expert platform and the construction of path dependence theoretical model are scientific and practical to a certain extent,which can help the general contractor of EPC project select the best supplier.
