Assessment Of Emergency Rescue Capabilities Of General Aviation Enterprises

In recent years,China has been experiencing a variety of sudden social events and natural disasters,and the country is paying more and more attention to the participation of general aviation enterprises in the emergency rescue force.It is urgent to understand the comprehensive emergency rescue capability of each general aviation enterprise,so as to better organize suitable and capable general aviation enterprises to join the emergency rescue work,so the evaluation of the emergency rescue capability of each general aviation unit is essential.In this thesis,we start from the concepts related to the emergency rescue of communication enterprises at home and abroad,understand and summarize the characteristics and classification of emergency rescue of communication enterprises,analyze the current situation of the emergency rescue system of communication enterprises in China,and establish the emergency rescue system of communication enterprises based on the human-machine-environment-control system,using brainstorming method,literature search method and accident case analysis method according to the principles of evaluation index selection.Since the traditional hierarchical analysis method is too subjective and does not consider the connectedness among indicators,this thesis uses game theory to combine the subjective weight determination method network hierarchical analysis method with the objective weight determination method entropy weight method to build a more reasonable and objective evaluation system.Then this thesis discusses the evaluation process of the cloud model,and applies the cloud model to the evaluation of emergency rescue of a navigable enterprise.The fuzziness and randomness in the evaluation process are quantified by using the evaluation statements of the model,which can improve the accuracy of the evaluation and can make the final evaluation results more reference value.Finally,we constructed an evaluation model of the emergency rescue capability of a Chengdu aviation enterprise,and based on the calculated index weights,we obtained the cloud model diagrams of each primary and secondary index,and through its comparison with the standard cloud model diagram,we derived the evaluation statements of each index.The evaluation statements are used to summarize the shortcomings of this airport in emergency rescue and provide effective improvement measures.
