| The State Council encourages general aviation emergency rescue operators to strengthen equipment construction,add specialized equipment with emergency rescue capabilities and professionals in Aircraft to make use in emergency rescue and disaster relief.However,general aviation emergency rescue capacity is still in its infancy in our country,and it still needs the government’s cultivation and support,especially the nature of public welfare which also needs reasonable government compensation.This research summarizes the existing research on emergency compensation based on the domestic and international literature firstly,including the stakeholders involved in compensation and the calculation of optimal compensation models,and clarifies the shortcomings.Secondly,this article analyzes the characteristics of general aviation emergency rescue and the necessity of compensation,and compares the practices in the United States,Australia,Japan,and Switzerland,and summarizes practical experiences abroad.It pointed out the current problems of compensation in China.In the main part of the thesis,based on the current management system and development model in the future of general aviation emergency rescue,this research divides general aviation emergency rescue compensation into two modes of government-led and commercialized.It also analyzes the game equilibrium in different scenarios by using methods such as principal-agent,and evolutionary game model.It provides a theoretical basis for designing of the compensation mechanism and the safeguard policies.Finally,considered the basic elements included in the compensation mechanism and the Influencing factors,the compensation mechanisms under different models were designed and related policy suggestions were proposed.The general aviation emergency rescue compensation is researched in different models systematically,and provides some values for the general aviation emergency rescue in current and future. |
