In the course of China’s economic and social development and progress,state-owned enterprises play an important role as the backbone and ballast stone,its importance is increasingly prominent,and in recent years,the state has been increasing efforts to promote the reform of state-owned enterprises in all aspects.In this context,the concept of human resource management as the source of the development of state-owned enterprises is also undergoing a fundamental change.Performance management,as the core part of human resource management,is the most important means to help enterprises improve their core competitiveness,and is an important starting point for the reform of state-owned enterprises.The traditional performance management mode currently used by state-owned enterprises is not consistent with the actual situation at the present stage.For the managers of state-owned enterprises,it is urgent to change the existing performance management mode and integrate the existing advanced management mode into the performance management work.This research follows the basic idea of problem finding,problem analysis and problem solving.Taking A state-owned enterprise as the object of research,this research analyzes relevant literatures on enterprise performance management at home and abroad,and summarizes relevant theories such as KPI,MBO,BSC and 360-degree assessment method.By means of questionnaire investigation and interview method,and A state-owned enterprise performance management present situation has carried on the investigation,through the analysis found that A state-owned enterprise in performance management of the main problems are: the low level of the enterprise staff’s perception of performance management,set of assessment index lack of rationality,the inspection of the implementation of the process there are arbitrary,the proper application of the assessment results.Through analysis,the causes of the problems are mainly as follows: Enterprise managers not enough emphasis on performance management,performance management and corporate strategy disconnect phenomenon,don’t realize the importance of communication and feedback,performance evaluation is not fair and reasonable standard,the existence of a strong subjective consciousness,there is also with employees and employee performance management,promotion,career development,such as form a close relationship,Low correlation with employee development.Finally,based on the performance management theory and technical methods,the management countermeasures of "three strengthening and three perfecting" are put forward: strengthening strategic objective management,strengthening performance supervision and control,strengthening application of performance evaluation results,improving performance management plan,improving assessment mechanism,and improving communication and feedback mechanism.And put forward to obtain management attention and support,improve scientific and effective performance management communication,incentive and supporting mechanism,to achieve full participation and training and other safeguard measures.It is hoped that the research results of this thesis can help the enterprise improve the current situation of performance management,and then provide some reference for the performance management of state-owned enterprises.
