In the traditional economic system,power related enterprises have always existed in the form of state-owned enterprises.State-owned enterprises play an important role in China’s national economy.Although China has already entered the socialist market economy,many power related enterprises still follow the traditional human resource management system.Power related industries belong to the national strategic energy industry,and also belong to the monopoly industry.Its human resource management is particular.It should not only comply with the national policy guidance,but also meet the operation mechanism and development direction of modern enterprises,which puts forward higher requirements for the construction of human resource management system of state-owned power related enterprises.In this paper,we investigate the DJ enterprise performance management system by questionnaires and interviews.In the process of investigation,we also found some problems in the performance management system of DJ enterprises,which affect and restrict the realization of enterprise strategy.The main problems are the single performance indicators,the lack of differences in department assessment,and the lack of staff enthusiasm;at the same time,the organization is cumbersome,the human cost is too high,and the lack of a systematic scientific guidance system,which will cause the long-term development of enterprises to be weak.On this basis,this paper takes the macro strategic background of DJ enterprise as the guidance,uses the BSC management tools to optimize the design of the overall performance appraisal system of DJ enterprise,finds the key performance indicators from the financial,customer,internal operation and employee development dimensions,and we also use AHP model to set the weight,so as to provide qualitative and quantitative indicators for enterprise performance management.At the same time,this paper puts forward the supporting scheme for the implementation of performance management system,including optimizing the organizational structure,reconstructing the salary distribution system,unblocking the career channel of employees,and cultural support and feedback mechanism.We want to establish a virtuous cycle performance management mode that can meet the long-term strategic development of enterprises.
