Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has issued a series of important instructions on the reform and development of state-owned enterprises.The CPC Central Committee and the State Council have issued a series of "1+N" documents,aiming to promote the state-owned capital to be stronger,better and bigger,and cultivate world-class enterprises with global competitiveness.This requires state-owned enterprises in a market economy environment to further stimulate their vitality,explore the potential of human capital,enhance their core competitiveness,stabilize their market position,and improve the operating efficiency of state-owned capital.With this goal,state-owned enterprises need to find an integrated,sustainable,comprehensive,and feasible performance evaluation method to serve as a link to organically connect corporate goals,corporate efficiency,labor and employment mechanisms,and income distribution.The organizational performance management of subsidiaries on the one hand takes over the performance goals of the group company,and on the other hand determines the performance goals of grassroots employees.An effective performance management system of subsidiaries can improve the efficiency of the group’s resource allocation and make all units in the group form a joint force in the direction of development.This dissertation hopes to make it effective by studying and optimizing the performance management of the subsidiary of the B Group Co.Ltd.This dissertation first conducts the theoretical research on the connotation and content of the performance management system,the main methods of performance management,and the research of performance management of central enterprises.Then with the subsidiary of the B Group Co.Ltd.as the research target,interviews,questionnaires and other methods are used to analyze in detail the status quo of the performance management of the subsidiary of the B Group Co.Ltd.Based on this,the performance appraisal system of the subsidiary of the B Group Co.Ltd is optimized based on the balanced score card,and the implementing process and safeguardingmeasures to optimize the performance management system of the subsidiary are proposed.Through research,it is found that the performance management of the subsidiary of the B Group Co.Ltd is not synchronized with the strategic management of the group.The performance management is limited to appraisal.There is no comprehensive performance management system,and a lack of performance control and coaching and a feedback improvement mechanism.The performance management indicators are limited,and the performance appraisal results are inefficiently used.In response to the above problems,this dissertation has optimized the performance management system of the subsidiary of the B Group Co.Ltd,and also improved the performance index system,the guiding and communicating system of performance,the appraisal system of the performance,and the application and feedback system of the result of performance for subsidiaries.Moreover,this dissertation has proposed to strength a system,motivate a performance management institution,empower managers,provide a performance coaching and communication tool,improve the supporting system,and improve the management application tool,together with other measures,to guarantee the implementation of performance management system of subsidiaries.The optimization of the performance appraisal system of the subsidiary of the B Group Co.Ltd has provided not only the management means for a strategic control over its subsidiaries,but also the basis for a strategic correction for its subsidiaries.In addition,the optimization of the performance appraisal system for subsidiaries has provided a certain reference for the performance management of the second-level investment group of the eight major architecture central enterprises,and also a research basis for other similar enterprises.
