Beginning In modern society ,traffic accidents have been a kind of common accident, as well as are the main factors that caused unnatural deaths .As cars gradually enter into family in recent years, the number of drivers dramatically increase and general technical level overall decline, which lead to frequent occurrence of very serious accidents, after a traffic accident emergency response and management directly reflects the efficiency level of government emergency management, is also the embodiment of governmental administrative management capability.From domestic and overseas government's emergency management on the accident perspective, China in emergency management still remains to improve. This paper analyzes the traffic objectives and principles of emergency management, and explores the accident emergency management system functions, while according to the level of traffic accidents, discusses the classification of accident emergency response standards, raises the level of emergency response to accidents and uses system analysis method, discusses the composition of the major traffic accidents emergency response system, presents the principles and methods of a serious traffic accident emergency response plan and the emergency management mechanism of fatal traffic accidents , of the emergency response system, studies the functions of departments and agencies of the coordination mechanisms and information processing, finally ,forms major accident emergency response plans.Ending In the paper, it is based on theoretical analysis and research, combines with the actual situation of the significant traffic emergency response and management, the preparation of a major accident emergency response and management plans, can be used as related units of production about accident emergency response plans for reference.
