The contradiction between parking supply and demand has become increasingly prominent, hindering the development of urban transportation and economy. The on-street parking lot charges higher than the off-street parking lot,can have the characteristics of "short parking and fast leaving",and can be a supplement to the city’s off-street public parking lot.But the occupancy rate of on-street parking lots is often too high while the occupancy rate of off-street parking lots is low, which is contrary to the original intention of setting up on-street and off-street parking lots.In this context, seeking an effective on-street parking optimization strategy to coordinate the layout of on-street and off-street parking demands and make full use of existing parking resources is of great significance for alleviating urban parking difficulties and traffic congestion. This article firstly analyzes the current research status of on-street parking at home and abroad, and analyzes the factors influencing travelers’ parking choices. On this basis,a questionnaire of three types of survey content including personal attributes, parking behavior characteristics and parking preference information is designed. The survey is carried out RP&SP survey in the first-class on-street parking area in Chengdu city center, and conducted statistics and analysis of the survey results.Secondly, based on the disaggregate model theory, combined with the RP&SP survey data of the first-class on-street parking area in the center of Chengdu, the parking time of the parking lot is divided into two categories, and a prediction model of the car travel split rate in the city center of the two types of parking time is established.Probabilistic ensemble method is used to predict the parking scale.Based on the prediction model of car travel split rate, the expected perceived benefit of transportation mode selection is proposed, and the subsequent parking charge rate adjustment threshold is determined by the expected perceived benefit of parking charges.Thirdly, combined with the attribute characteristics of on-street and off-street parking lots, the parking choice behavior of car travelers is analyzed, and a parking choice model is established based on the disaggregate model theory, and the utility function of on-street and off-street parking lots is determined.Combining the car travel split rate model and the parking choice model,a prediction model for on-street and off-street parking demand is established, and the peak parking demand period is 15:30-20:30 as the research period, and the parking fee is charged every 30 minutes in the time window. The on-street parking optimization model is established that only considers the impact of tolls and the synergistic impact of tolls and layout with the goal of 85%of the on-street parking lot occupancy rate during the study period. Finally,an example is given to analyze the optimization model of on-road parking, and SP survey is carried out based on the model results, and the model results are verified based on on the disaggregate model and equate-to-differentiate theory. The verification results show that the equate-to-differentiate theory can significantly explain the parking choice behavior of car travelers, and the error in the disaggregate model.Based on the results, some suggestions are put forward for the optimization of on-street parking in the downtown area of Chengdu.
