Highway,as a basic public infrastructure,plays a vital role in both national economy and social development.With the continuous development of economy and society,the pace of highway infrastructure construction has accelerated,and the highway network is gradually approaching saturation.Future highway management will change from the goal and task of "good construction" to the direction of "good maintenance","good management" and "good operation".However,the highway maintenance under the long-term planned economic system has not been able to achieve healthy and sustainable development,resulting in low highway maintenance production efficiency,low maintenance fund use efficiency,and low highway maintenance quality.Therefore,it is necessary for the development of road maintenance service to promote the market-oriented reform and introduce a market competition mechanism under the background of the development of China’s socialist market economy.Since the beginning of this century,the domestic marketization of highway maintenance has been pushed forward.Even though many provinces and cities across the country have carried out market-oriented maintenance reforms,there are still some problems such as management confusion,poor mechanism and insufficient fund guarantee.By consulting a large number of literature and management materials,comparing and analyzing the practices and experiences of developed countries and regions at home and abroad,and combining with the development history and current practices of highway maintenance in Jiangyou City,the author selects the management system,operation mechanism and capital guarantee system to study the marketization of highway maintenance in Jiangyou City.Under the guidance of the new public management theory and the government reengineering theory,based on the analysis of the practices and experiences of establishing a clear management system of powers and responsibilities,an efficient and coordinated operation mechanism,and a strong guarantee funding system,etc.,it can be used for reference to promote the marketization of highway maintenance in Sichuan Province and even other regions of the country.Research believes that highway maintenance is an important part of government’s public service system,and its market-oriented operation is an important means to improve and enhance government’s governance capability.First,the government should play a leading role and make scientific and reasonable settings in policy formulation,system construction,mechanism operation,capital guarantee,supervision and management,etc.;Second,it should establish a public service supply model oriented to public needs,taking the satisfaction of the masses as an important part of measuring the government’s governance capability;And the last,to build a good market operating environment,an open,free,fair and innovative public service supply market is an important guarantee for the stable operation of the highway maintenance marketization.
