Expressway maintenance marketization, as one of expressway maintenance modes, isvigorously advocated in our country, the performance of its operation is directly related to thehealthy development of the expressway maintenance industry and the vital interests ofexpressway operators. Since the late1990s the reform of maintenance system has beenproposed, and the mode of domestic road maintenance marketization have been carrying outcurrently, the marketization of China’s expressway maintenance has been rapidly developed,and has achieved certain results along with some shortcomings. In order to fully analyze andevaluate the health of China’s expressway maintenance marketization, and find that theexisting problems in the process of marketization of the expressway maintenance, the studycan provide practical guidance for the further promote and improvement of expresswaymaintenance marketization in the future. Based on this background, the research on theperformance evaluation of maintenance marketization for expressway has come into being.Therefore, this study is significant.Based on the extensive literature reading, the thesis is trying to evaluate the performanceof the maintenance marketization from the perspective of the expressway operators. Firstly, itcompares different modes of maintenance management, thus reflecting the superiority ofmaintenance marketization, and then it defines the connotation of the performance formaintenance marketization, following, it analyzes the factors that affect the performance ofmaintenance marketization with the method of process-results oriented, then the system ofthe maintenance marketization’ performance is derived by using factor analysis, then itelaborates the process of performance evaluation of maintenance marketization. On this basis,using the method of the process-content breakdown, it builds the performance evaluationindex system of maintenance marketization for expressway completely and systematicallyfrom seven aspects of cost control, schedule control, quality control, contract management,security and risk management, efficiency and value of the maintenance project, anddetermines the DEA mode as the evaluation mode of this study. And finally combining withcase analysis, DEA mode is applied to the performance evaluation of maintenancemarktization for expressway. It draws a conclusion that the expressway maintenancemarketization is better than traditional maintenance mode. Furthermore, it puts forward somecountermeasures to improve the performance combining with factors that affect theperformance of maintenance marketization and the results of case analysis.By researching and discussing the performance evaluation of maintenance marketization for expressway, it hopes to have a more comprehensive understanding with the operationalstate of maintenance marketization for expressway, and provide theoretical foundation andpractical guidance for operators to enhance maintenance management, also make continuousimprovement for the performance of maintenance marketization. |
