| In recent years,with the steady progress of the national rural revitalization strategy,“Four good rural roads” and rural roads“Three Links” and other large-scale construction projects have been implemented one after another,rural roads have generally achieved access to villages and households,file upgrading.After the completion of the construction,how to effectively implement road maintenance management,especially in our country’s rural road long,low road grade,management and maintenance task heavy reality,the management and maintenance system of rural roads is not in place,the system is not perfect,the fund is insufficient and so on the problems are still outstanding,the management and maintenance of rural roads is at a low level,the phenomenon of“Rebuilding light maintenance” and“Replacing maintenance with construction” is still common.The use efficiency of highway is not high,which is not conducive to the sustainable development of highway,and also wastes a lot of public resources.To promote the level of rural highway management and maintenance is the inevitable requirement for rural revitalization,construction of transportation power,and improvement of grass-roots governance capacity.Taking the marketization of rural road maintenance as the breakthrough direction,fully exploiting the potential of marketization of rural road maintenance,and activating the rural road maintenance market by means of marketization,it is the inevitable choice to promote the rural highway management and maintenance level in the new era.Rural Highway is an important infrastructure to support economic and social development.In the new situation,it is of great theoretical and practical significance to do a good job in rural road maintenance and market-oriented reform.From the point of view of rural road management and maintenance,the author takes a county as the research object to promote the market-oriented reform of rural road maintenance,based on product theory,new public service theory and enterpriser government theory,this paper uses case study,literature study,investigation study,etc.,comprehensively combing the policy evolution,the research situation at home and abroad,the situation of rural road management and maintenance in a county and the present situation of market-oriented reform,and comprehensively analyzing,it is found that there are some problems in promoting the marketization reform of rural highway maintenance in County A,such as few market subjects,low level of market,slow progress of marketization reform,etc.,on the basis of analyzing the causes of the problems,the paper puts forward six ways for grass-roots governments to promote the marketization of highway maintenance: first,to improve the degree of attention and strengthen the market concept;Third,we should strengthen market cultivation and enhance market vitality;fourth,we should strengthen the guarantee of funds and broaden the channels of funds;fifth,we should refine the market mechanism to ensure market operation;and sixth,we should improve the standards of construction and maintenance to ensure the quality of highways.This paper consummates and expands the application of public management related theories in the field of highway maintenance,and analyzes and constructs the theoretical framework of market-oriented reform In practice,the research explored the rural road maintenance market path,for our country to promote the rural road maintenance market provides a theoretical and practical reference. |
